Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitation is not available at this time. A request for a solicitation will not receive a response. This notice does not constitute a commitment by the Government. The Federal Bureau of Prisons (FBOP), Field Acquisition Office (FAO) is conducting market research for the Federal Correctional Institution and Satellite Prison Camp Memphis located in or near Memphis, TN in compliance with Federal Acquisition Regulation, Part 10. The FBOP/FAO intends to make one or more awards for the provision of Advanced Occupational Education programs to the inmates of FCI Memphis which will lead to a 1 year/18 hour technical certificate in Quality Assurance Supervision and at SPC Memphis a 24 hour technical certificate in Computer Software Specialist and/or related fields. The contractor will make available, on a nondiscriminatory basis, no less the six courses per semester, and at least 3 courses at each institution. Classes for the Quality Assurance Supervision and/or related fields should be available during two semesters (Fall and Spring) to support the full-time enrollment of a minimum of 20 students at the FCI. Classes for the Computer Software Specialist and/or related fields should be available all three semesters of the year (Fall, Spring, and Summer) to support the full-time enrollment of 15 students per semester at the SPC. Contractor must be listed in the directory entitled ?Accredited Intitutions of Post-Secondary Education? and/or designated eligible by the United States Department of Education to receive tuition assistance funds. Contractor to provide services which include: (1) classroom and application instruction, Monday through Friday, 5:30pm through 8:30pm, and on Saturdays between 7:30am to 3:45pm, excluding Federal Holidays, or other hours as agreed to by the Supervisor of Education. The Contractor must: be a fully accredited college, each instructor must have 3 to 5 years experience with a Bachelors and/or Masters degree, be able to provide an on-site liaison between the institutions and the regular campus, be able to provide students with transferable courses and earn the appropriate certificate(s), and have a regular campus or satellite office within 60 miles of the prison due to the sensitivity of inmate programming and responsiveness to inmate concerns. Market research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. All information concerning this requirement will be distributed solely through the General Service Administrations Federal Business Opportunities website at http://www.fedbizopps.gov/. The site provides downloading instructions. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The response date for the market survey is December 16, 2007. No collect calls will be accepted. No telephone request or written requests for the market survey will be accepted. All responses to the Market Survey Questionnaire may be submitted in hard copy to the above listed address.
