Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. No additional written solicitations will be issued. This is a Request for Quote. Requirement: The Division of Self-Determination Services, Bureau of Indian Affairs (BIA) is seeking training services. The Bureau?s mission is to promote self-determination on behalf of American Indians, Alaska Natives and Tribal governments. To accomplish this mission, training is needed on all facets of the administration and oversight of self-determination contracting to Bureau employees, as well as tribal staff and officials. Training services are sought to fulfill the requirement. The contract shall provide twenty-three (23) scheduled training sessions as listed and scheduled in the Bureau FY-2008 training handbook, and not less than three (3) ?Special Request? training (technical assistance) sessions. The training schedule is as follows: The training sessions proposed for the FY-2008 training schedule are as follows: 1. Contract Administration Part III Eastern Oklahoma February 26-28, 2008 Southwestern Region March 11-13, 2008 (NIPTC) 4. Approving Official Training (Laws and Regulations & AOTR/SAOTR) Midwest Region March 04-07, 2008 Southwest Region April 22-25, 2008 (NIPTC) 5. Part II Navajo Region August 19-21, 2008 Eastern Region August 26-28, 2008 Southwest Region September 09-11, 2008 (NIPTC) Alaska Region September 16-18, 2008 Each training session shall be two and one-half (2 ? ) to three (3) days in duration, the training day shall not be more than seven (7) hours in length, with two (2) fifteen minute breaks, one in the morning and one in the afternoon, and one and one-half (1 ?) hours for lunch. Monday and Friday are travel days, Tuesday through Thursday are training days. Location and cost of training facility, cost of overhead projector or Power Point projector and screen, and flip chart and markers, shall be provided by the Bureau. ?Special Request? training or technical assistance sessions shall be scheduled between the requesting entity and the Contractor, pending approval by the Deputy Director, Office of Indian Services or the Chief, Division of Self-Determination Services. The nature and extent of training and/or technical assistance to be provided are subject to the needs of the requesting entity and the capabilities of the Contractor. We plan for not less than three (3) ?Special Request? sessions to be scheduled. There is the possibility of at least one (1) trip, during the performance of the contractor. The trip would be no more than a week, from Monday through Friday, and the purpose of the trip would be to meet with the Central Office, Office of Indian Services and Self-Determination staff. This trip shall be considered a technical assistance session. The Contractor must be able to meet the established schedule. Complexity is increased by several factors: 1) the Bureau manages programs which cover the entire range of local, State and Federal Government operations with the exception of defense and health services; 2) the variety and number of appropriated and non-appropriated funds which are manual, multi-year or no-year in nature; 3) numerous sources of appropriated and flow-through funds; 4) geographic dispersion of program offices and agencies; and 5) the simultaneous involvement of line managers, at all levels, in aspects regarding the self-determination contracting process. The Contractor shall be responsible for safeguarding all Government property provided for Contractor use. At the end of the contractual agreement all Government property provided for Contractor use shall be returned to the Government. The Contractor shall be responsible for creating, maintaining, and disposing of all necessary training materials.
