- Description
- NAVAIR NAWCAD Lakehurst intends to enter into a sole source procurement with the Bell-Boeing JPO (BBJPO) for the procurement of the testingm, manufacture, and site-stand up of V-22 Operational Test Program Sets in support of the CV-22 Program. This procurement is composed of a total of two production sets of Lots 1 and 2 OTPS to be used on the RTCASS Automatic Test Equipment. The Navy does not own specifications, drawings, and related data to permit full and open competition. BBJPO, the designer, developer, and integrator of the V-22 Aircraft Weapons System, is the original manufacturer of these OTPSs on the V-22 aircraft and remains the only business entity that has all the required proprietary rights and non disclosure agreements with the suppliers of the aircraft components that are necessary to manufacture this PSE. These items are still in varying design, devolopment and integration phases under various other contracts and therefore the government does not posses the data to permit full and open competition. The Government intends to procure this equipment under the authority of 10 USC 2304 (c) (1) as implemented by the Federal Acquisition Regulations (FAR) Section 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government.
