Description
REQUEST FOR INFORMATION (RFI). THIS IS A REQUEST FOR INFORMATION ONLY. No solicitation is available. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The US Army, Construction Engineering Research Laboratory (CE RL) issues this Request for Information regarding software vendors with interest in implementation of the Construction Operations Building Information Exchange (COBIE). BACKGROUND CERL has, in conjunction with the National Building Informatio n Model Standard (NBIMS) (www.nbims.org), developed an information exchange format to assist in the electronic transfer of construction documents and information to facility operators. This format, called COBIE, has been published by NBIMS as a working gr oup product. COBIE deliverables are currently being incorporated by several federal agencies into their design/construction contracts, and a growth in the inclusion of COBIE deliverables in federal contracts is anticipated as agencies incorporate the use o f the Building Information Model (BIM) into their facility programs. Through COBIE designers and contractors are able to directly capture information that is required by facility operators. Prior to the use of COBIE this information was exchanged in mult iple volumes of paper, or e-paper documents. The COBIE working group included representatives from designers, builders, facility operators, software vendors, and service providers. While membership in the COBIE workgroup was open, notices requestin g wide participation were not distributed by NBIMS. As a result, discussion of COBIE was limited to those already participating in the NBIMS effort. DESCRIPTION The purpose of this RFI Notice is to gauge what level of interest there might be among the general software and service provider industry in the COBIE format. There are several specific software and se rvice specialties who may be interested in implementing COBIE. Examples include, but are not limited to: (1) architectural design software can provide spatial and system data and general equipment property information; (2) specifications software can prov ide extended product property set information; and (3) commissioning agents can provide custom job plans for effective facility operations. SUBMISSIONS Those firms interested in implementing the COBIE format as part of their software and/or service are requested to provide the following information: (1) a one page letter of interest stating the specific domain and interest of the software/service being submitted; (2) a one page letter stating the respondents previous experience with data exch ange including: XML, ifcXML and ifcEXPRESS formats; (3) service providers are requested to provide two letters of recommendation from previous data exchange projects that included some portion of COBIE data. If possible respondents are to provide two samp le COBIE data files demonstrating their capability to produce and/or consume COBIE data. These sample data files may be used for compliance testing and should be sanitized to remove any proprietary or location-specific references. TIMELINE Responses to this RFI Notice must be submitted by 11 January 2008, 1700 hours, Central Time Zone to the addressee shown at the bottom of this Notice. DISCUSSION All respondents, including those who do not provide a complete submission package , will be invited to attend a meeting in Chicago, IL on 20 Feb 2008. The location of the meeting will be announced to respondents no later than 8 Feb 2008. The purpose of this information meeting will be to resolve any questions regarding the COBIE forma t and its implementation. RESULTS Contact information for all respondents producing correct COBIE data files will be compiled and included as a Wh ole Building Design Guides resource page. This resource page may be used by public and private members of the capital facilities industries to evaluate alternatives to meeting their COBIE requirements.
