Description
Federal Business Opportunities Information SOLICITATION NO. W9128F-08-R-0006 On or about 27 December 2007, this office will issue Request for Proposals for design and construction of the DIVISION HEADQUARTERS BAND TRAINING FACILITY at FORT CARS ON, COLORADO. The solicitation will close on or about 7 February 2008. This solicitation, although unrestricted, will utilize a Cascading Set-Aside methodology according to the following priority. Tier 1: Service-Disable Veteran Owned Small Business (SDVOSB) Set-aside; Tier 2: Historically Underutilized Business Zone (HUBZone) Set-aside; Tier 3: Competitive Contracting with Small Business Administration Section 8(a) Program (SBA Section 8(a) and Tier 4. Unrestrictive  Full and Open Competition (Small Business and Other than Small Business concerns). A tentative site visit date has been scheduled for 15 January 2008. Provisions in the solicitation documents will provide detailed information (meeting place, time, points of contact, and access requ irements). See 'Obtaining Solicitation Documents' below. Project Description: This is a Design-Build Project. The work consists of design and construction of a new Band Training Facility. The facility will be sized for a 45-person band, intended to be similar to a university band practice facility and a recording studio space in the civilian sector. The facility shall house practice and rehearsal rooms, a recording/audio control room, administrative area, instrument cleaning, instrument storage, day area, toilets, and storage. The maximum gross area for the Band Training Facility is limited to 12,480 square feet. The facility will be constructed within a clearly defined area of land?(or footprint). Disciplines such as Architectural, Interior Design, Structural, Civil, Environmental, Electrical and Mechanical will be required for design. Innovative construction techniques and facilities that allow fast track execution of the project will be necessary to meet Department of Army requirements for facility completion.? Supporting facilities include site work and all required support utilities, security and area lighting, information systems, fire protection and alarm systems, storm drainage, landscaping, site improvements, paving, walks, curbs, gut ters, exterior signage, and parking.??Design and construction to Sustainable LEED standards and Anti-Terrorism and Force Protection (AT/FP) requirements is included for all facilities per Department of Army (DA) guidance.??Interior design services include building related interior design and furniture design for the Band Training Facility.??Procurement of and installation of furniture is not under this contract.???? Proposal Evaluation:??This requirement is being set up as a single phase, design/build R FP.??Although it is a single phase, the contractors will be evaluated for Best-Value by considering the technical merits of their concept, as well as the price proposed for the project. In order to effectively and equitably evaluate all proposals, the Cont racting Officer must receive information sufficiently detailed to clearly indicate the proposal requirements. There will be no public opening. Pre proposal meetings will be conducted after issuance of the Request for Proposal (RFP). The estimated design and construction cost of this project is between $5,000,000 and $7,500,000. Solicitation documents wil l be posted on Federal Technical Data Solutions or FedTeDS. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information.
