Description
Federal Business Opportunities Information SOLICITATION NO. W9128F-08-R-0008 On or about 16 January 2008, this office will issue a Request for Proposal for construction of the Air and Space Integration Facility (ASIF) at Schriever AFB, Colorado . The solicitation will close on or about 27 February 2008. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. A site visit is scheduled for 5 February 2008 at Schriever AFB at 1:30 p.m. (local time). All Co ntractors must contact the Corps of Engineers Resident Office no later than 1 February 2008 so that arrangements can be made with Schriever AFB to allow entry of the Contractors onto the Base. The Points of Contact (POCs) at the Resident Office are Phyll is Carias or Elaine Gronberg, telephone 719-333-2973 or 719-683-7935, respectively. Contractors must provide an e-mail with the following informat ion to the Resident Office for all visitors attending: 1) Name of Contractor or Firm Represented 2) Visitor Name 3) Visitors Phone Number and e-mail address NOTE: THIS INFORMATION MAY NOT BE TRANSMITTED VERBALLY  ONLY AN E-MAIL CONTAINING T HE INFORMATION IS ACCEPTABLE. The information will be furnished by the Resident Office to Schriever AFB personnel. In the event of inclement weather that requires re-scheduling of the site visit, the site visit will be re-scheduled for 12 February 200 8. It is the visitors responsibility to call the POCs identified herein in the event of questionable weather to find of if the site visit has been re-scheduled. On the day of the Site Visit, Contractors should meet at the Visitor Control Center (VCC ) on Enoch Road (See Sheet C-000 for the location). Once at the VCC, each contractor shall sign in and obtain a visitor pass. In order to obtain a visitor pass, a valid drivers license and another form of picture identification must be presented. Note that the check-in procedure and issuance of a visitor pass may take as long as 30 minutes for the number of people anticipated. At 1:30, a government representative will meet the group there and provide additional instructions. A government bus will be a rranged for transportation between the VCC and the project site. A Representative of the Corps of Engineers and the Schriever AFB Base CEs Office will accompany the contractors to show them the site and the pertinent features. Because of security issues and pass requirements, please plan to arrive early. Questions regarding the site visit should be directed to the Resident Office at the number listed above with a copy of the questions provided to U.S. Army Engineer District, Omaha, Contracting Division, CENWO-CT-M (John Denning), 106 S 15th Street, Omaha NE 68102-1618. Access to Schriever AFB will be denied to anyone failing to comply with the requirements stated above. DO NOT submit requests for plans and specifications to the site visit personnel l isted above. See Obtaining Solicitation Documents below. Project Description: The ASIF is a fully-designed project, consisting of a 67,600 SF Facility to house the operational and administrative functions for all groups that comprise the Space Inn ovation and Development Center (SIDC) at Schriever AFB. The ASIF will be used to conduct space technology development, demonstration, integration and testing efforts in support of Air Force Operations. The facility is utilized extensively for computer op erations. The facility will be a single-story facility and will directly abut a one-story facility currently under construction. The exterior walls utilize a combination of pre-finished metal wall panels, aluminum curtain walls, and dimensional stone pan els. The roof is a Modified Bituminous Membrane, supported by steel deck and a structural steel frame. The buildings structural system consists of a steel fr ame. The foundation is a spread footing type system. The floor system consists of a concrete slab on grade, and most of the floor area has a raised computer floor atop. The interior of the building houses several Sensitive Compartmented Information Faci lity (SCIF) areas, necessitating special design and construction criteria and procedures, as well as a formal certification after construction is completed. The majority of the interior spaces are on raised computer floors. Infrastructure requirements in clude an optional parking lot and communications ductbank. The estimated construction cost of this project is between $15,000,000 and $20,000,000. Proposal Evaluation: Award of this project will be based on the best value approach considering t echnical evaluation factors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. The technical evaluations factors include: Construction Experience; Past Performance; Personnel Qualifications and Experi ence; Subcontractors; and Utilization of Small Business Concerns. Price will be subjectively evaluated considering Best Value and Realism. Solicitation documents will be posted on Federal Technical Data Solutions or FedTeDS. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information.
