Description
This is a combined synopsis/solicitation for Commercial Items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 13.5, Test Program for Certain Commercial Items, as supplemented with additional information included in this announcement. This solicitation incorporates provisions and clauses in effect in the March 2005 FAR Revision, including all FAR Circulars issued as of the date of this synopsis. The NAICS Code is 443120. It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to negotiate on a sole source basis with Microsoft, Inc., 1 Microsoft Way, Redmond, Washington, to acquire Microsoft Consulting Services (MCS) that will provide professional Information Technology (IT) support to the Department of Health and Human Services (HHS) for its Microsoft Enterprise Agreement (EA) for software maintenance, for a period of one year with two (2) successive 12-month option periods. HHS is seeking professional support services for its Microsoft enterprise software. CIT operates and manages HHS enterprise software license agreements, including the HHS Microsoft EA, which is utilized by HHS Operating Divisions (OPDIVS) including NIH, CDC, FDA and ITSC. CIT recently renewed the HHS Microsoft EA which provides software maintenance for over 80,000 computer desktop machines and laptops, as well as several hundred servers. To further support users under the HHS Microsoft EA, the Microsoft MCS will include the following tasks: (1) Assessment and Review Services, including in-depth evaluation of business requirements, plans, architectures, and designs of operational systems and environments; (2) Planning, Architecture, and Design Services, including assisting HHS OPDIVs in creating plans for technical architecture as well as design infrastructure and mission-critical applications; (3) Proof-of-Concept Services, including providing a limited functionality project prototype to assist HHS in mitigating risks and accelerate the formation of a project team prior to development or deployment; and (4) Custom Solution Services, including assistance in customization to meet unique HHS needs according to established best practices and procedures. CIT has determined that Microsoft is the sole source that can provide the required consulting services to support the HHS Microsoft EA software applications. The required consulting services are proprietary to Microsoft which has no authorized commercial re-sellers. This notice of intent is not a Request for Quotations (RFQ), nor is an RFQ available. However, all responsible and responsive sources may submit descriptive literature fully documenting their services which will be considered by the agency. Sources interested in responding to this notice must be able to provide consulting services to support Microsoft EA software applications that can fulfill all the task requirements specified above. Information received in a timely manner will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to conduct a competition for this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. This requirement is being processed for CIT by the National Library of Medicine (NLM). NLM intends to make an award for this commercial item in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. The contractor shall comply with all applicable Federal, state, and local laws, executive orders, rules and regulations in effect at time of award.
