Description
SOURCES SOUGHT / REQUEST FOR INFORMATION THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. No solicitation is available. This RFI is released pursuant to FAR Part 15.201(e), Exchanges with Industry. The U.S. Department of Energy (DOE), Office of Environmental Management (EM), is currently in the acquisition planning stage for commercial disposition services for Class A, Class B/C low level waste (LLW) and mixed low level waste (MLLW) and 11e(2) byproduct material. These wastes are generated from federal government cleanup activities. Interested offerors with the experience, expertise and licensed or permitted capability to perform this work shall provide a summary of their capabilities, experience and/or expertise. Please include techniques, latest technologies, and/or innovations employed which may be helpful in developing the solicitation. This requirement is considered a commercial or commercial-type product as defined in FAR 2.101. This RFI is for information and planning purposes and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. The services to be procured may include, but are not limited to, commercial waste disposition services, in compliance with licenses issued under the authority of the Atomic Energy Act of 1954, as amended, by the Nuclear Regulatory Commission or its Agreement States, the Resource Conservation and Recovery Act of 1976, State hazardous waste regulations, Toxic Substances Control Act regulations, and any other applicable laws. Included in the scope are all necessary environmental compliance, operations, operational support, safeguards and security, quality assurance, facility management, site transition, workforce transition, administration, and project management activities. Forecasts are provided in Attachment A to this IIPS announcement. Contract Line Items (CLINs) may include: Class A LLW Soil Disposal by Lined Railcar, Including Lined Bulk Container by Rail; Class A LLW Soil Disposal by Lined Truck or Disposable Bags by Truck, Including Lined Bulk Container by Truck; Class A LLW Soil Disposal by Lined Container by Railcar; Class A LLW Soil Disposal by Lined Container by Truck; Class A LLW Debris Disposal by Truck, Rail or Container; Class B/C LLW Soil Disposal by Lined Railcar, Including Lined Bulk Container by Rail; Class B/C LLW Soil Disposal by Lined Truck or Disposable Bags by Truck, Including Lined Bulk Container by Truck; Class B/C LLW Soil Disposal by Lined Container by Railcar; Class B/C LLW Soil Disposal by Lined Container by Truck; Class B/C LLW Debris Disposal by Truck, Rail or Container; Class A MLLW Soil Disposal by Lined Railcar, Including Lined Bulk Container by Rail; Class A MLLW Soil Disposal by Lined Truck or Disposable Bags by Truck, Including Lined Bulk Container by Truck; Class A MLLW Soil Disposal by Lined Container by Railcar; Class A MLLW Soil Disposal by Lined Container by Truck; Class A MLLW Debris Disposal by Truck, Rail or Container; Class B/C MLLW Soil Disposal by Lined Railcar, Including Lined Bulk Container by Rail; Class B/C MLLW Soil Disposal by Lined Truck or Disposable Bags by Truck, Including Lined Bulk Container by Truck; Class B/C MLLW Soil Disposal by Lined Container by Railcar; Class B/C MLLW Soil Disposal by Lined Container by Truck; Class B/C MLLW Debris Disposal by Truck, Rail or Container; 11e(2) byproduct material Disposal by Lined Container by Railcar; 11e(2) byproduct material Disposal by Lined Container by Truck; The Department is seeking interested offerors with specialized capabilities to meet all, or part of, the above requirements. The NAICS Code is 562211, Size Standard $11.5. Additionally, DOE seeks the capabilities of small socioeconomic business concerns (i.e. small disadvantaged business, service-disabled veteran, HUBZone) as well as participants in the Mentor-Prot??g?? Program for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for this requirement. Responses shall include a statement of whether they are a large business or a small business concern. Interested offerors shall provide name of firm, point of contact, mailing address, and phone, CAGE Code, and/or a DUNS Number, and detailed information demonstrating their understanding of the work requirements identified above as well as their qualifications, capabilities, experience and past performance history for such work. All questions concerning this RFI shall be submitted no later the close of business December 19, 2007. All questions and answers will be provided on the LLW/MLLW web site located at: http://www.emcbc.doe.gov/llw_mllw_disposal/. All submissions shall be electronic, limited to 20 pages, and no smaller than 12 pitch font. Responses shall be provided No Later Than January 04, 2008.
