Description
The Defense Supply Center Philadelphia (DSCP), an inventory control point of the Defense Logistics Agency (DLA), is a combat support activity whose objective is to continue and to expand its use of unique and innovative approaches to provide focused logistics packages for Special Operational Equipment requirements of its military services / Department of Defense (DOD), other federal agencies, state and local governments and other authorized customers. DSCP is soliciting proposals for Tailored Vendor Logistics Relationship (TVLR) packages that, to the maximum practicable extent, will employ the techniques, advantages, and efficiencies of commercial business practices to provide rapid response, customer direct delivery, advance distribution, material management and information fusion to reduce the total logistics cost to DSCP and its customers through utilizing a combination of commercial support capabilities and government transportation capabilities. This solicitation is the continuation of the Special Operational Tailored Vendor Logistics Support Program. DSCP is seeking proposals from business entities interested in participating in an acquisition as a TVLR for the Special Operational Equipment supplies, related incidental services and training contracts for military, federal agencies, state and local government as well as other authorized customers of DSCP on a worldwide basis. The acquisition and solicitation will cover all current and potential ordering activities, customers and organizations throughout the world. The solicitation will encompass a wide spectrum of special operational equipment and related incidental services and training which translates in excess of 17,000 line items. Equipment can be categorized in product classes and missions covering diving, hyperbarics, lifesaving, search and rescue, tactical, personal protection, flight and deck crew safety, maritime interdiction, homeland defense and the global war on terrorism. This is a representative list of class of products and general missions that will be covered under this solicitation and should not be considered exhaustive of all products and missions that may be covered by the solicitation. All items are commercial off the shelf products per DFAR 202.101. A TVLR can be defined as the designation of a single source of supply for a wide spectrum of products provided to customers throughout the world on a customer direct basis. A TVLR is an integrator of the commercial industry. TVLRs are required to organize and coordinate the resources of the commercial industry and through direct contact with customers by electronic commerce in order to meet the operational demand of DSCP?s customer base. Prospective offerors must have Electronic Data Interchange (EDI) capability and must be able to link electronically to DSCP via ANSI X12 transactions: (i.e. 855 & 810) and other means in order to received and send orders and other information such as monthly usage / sales data. The subject solicitation will be issued on an unrestricted basis with the resulting contract issued as an Indefinite Quantity Contract with a two (2) year base with an option to extend the term for three (3) one-year option periods. The maximum contract period is five (5) years. This will be a trade off source selection acquisition in which technical merit is considered more important than price. Solicitation SPM8EJ08R0051 is expected to be issued in January/February 2008 with an expected closing date not yet determined.
