- The Fleet and Industrial Supply Center, Norfolk Contracting Department, Norfolk Office, Norfolk VA, 23511-3392 intends to negotiate a Firm Fixed-Price contract in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items for Certain Commercial Items and FAR Part 13 Simplified Acquisition Procedures in support of the Waterfront Readiness Command, Annapolis, MD 21402. The service to be provided will include overhaul of 5 each 44 ft sloop engines that are owned and operated by the United States Naval Academy. The North American Industry Classification System code for this acquisition is 811310. This procurement has been set aside one hundred (100) percent for small business concerns. Numbered noted 22 applies. All qualified small business vendors are encouraged to submit a quote. The small business standard is $6.5M. A request for a complete proposal package will be available for download on or about 19 November 2007 at the following websites: http://www.neco.navy.mil, www.fbo.gov or www.fedbizopps.gov. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above cites. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of a quote, the contractor acknowledges the requirement that a prospective awardees must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the CCR database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 1-999-227-2423, or via the Internet at http://www.ccr.gov.
