Description
Scope of Work Propane Supply and Delivery Agate Fossil Beds National Monument, Harrison, Nebraska SCOPE OF WORK: This service involves furnishing all labor, materials and equipment necessary for the supply and delivery of propane gas to tanks located at Agate Fossil Beds National Monument in Harrison, NE. The performance period shall be approximately January 8, 2008 through September 30, 2008. Orders will be place by designated ordering official(s) on an as needed basis, coordinating with established delivery routes when possible. ACCESS TO TANK LOCATIONS: The Contractor shall provide vehicles able to access the propane tanks at the following locations. 1. Visitor Center, tank size is 2000 gallons. 2. Maintenance Shop, tank size is 1000 gallons. 3. House at 321 River Road, tank size is 1000 gallons. 4. House at 341 River Road, tank size is 500 gallons. 5. House at 343 River Road, tank size is 500 gallons 6. House at 345 River Road, tank size is 500 gallons 7. House at 347 River Road, tank size is 500 gallons Delivery is to be made between the hours of 7:00 a.m. and 5:00 p.m., M-F. Contractor shall notify park contact person 24 hours prior to delivery. SCHEDULE OF DELIVERIES: Propane usage during the performance period is estimated at 8,000 gallons. Actual usage will depend on date of award and severity of the winter season. Refilling of tanks will be on an as-needed basis, coordinating with established delivery routes when possible. Only designated ordering official(s) are authorized to place orders with the contractor. Delivery tickets are required and must be signed by the NPS receiving official. Contractor shall respond to request within 5 business days, unless severe weather conditions cause a delay. Any delays or delivery questions are to be directed to the park contact person, Bill Matthews, at 308-668-2211. ORDERING OFFICIALS: The following individuals from the Black Hills Contracting office located at Mount Rushmore National Memorial, Keystone, South Dakota are the only individuals authorized to place orders against this contract: Chris Esper, Contracting Officer and Ron Eilefson, Contract Specialist. No orders shall be accepted directly from any personnel at the park locations. PRE-BID SITE VISIT: It is recommended that bidders visit the site locations and familiarize themselves with the tank locations prior to submitting their bids. Site visits shall be coordinated with the park contacts identified above in the Schedule of Deliveries. LEGAL OBLIGATIONS The Contractor shall be responsible for the observance of law ordinances, statutes and regulations pertaining to the hauling and dispensing of propane. Contractor shall obtain and buy all licenses and pay all fees for the contracted service. MONUMENT RULES AND REGULATIONS: The Contractor shall conduct the work in conformance with such appropriate park regulations as the Superintendent may prescribe, and shall also conduct the operation as to not interfere with or endanger the ordinary use of structures, roads, utilities, and other National Park Service facilities. Equipment operations and materials shall be confined to the limits defined by the National Park Service. Special attention shall be given to the protection of facilities and vegetation adjacent to the work areas. The magnitude of this contract is less than $25,000.
