Description

This is not a request for either a quote or proposal, or an invitation for bid. The intent of this sources sought notice is to identify potential offerors for Operation and Maintenance Service of the Brackish Groundwater National Desalination Research Facility (BGNDRF) Alamogordo, New Mexico. This notice also solicits industry comments on the attached Draft Statement of Objectives (SOO). The work includes, but is not limited to preventive maintenance, miscellaneous repair, and plant operational services. The successful contractor shall fully provide all management, supervision, labor, supplies, materials, equipment, and tools required to effectively and efficiently perform operation and maintenance services specified herein. The contemplated O&M contract type is a Performance-Based Management Contract (PBMC). The application of performance-based contracting approach emphasizes results and minimizes the "how to" performance descriptions. The Contractor has responsibility for total performance under the Contract, including determining the specific methods for accomplishing the scope of work. As part of the planned solicitation process Reclamation will require proposals to include a detailed Performance Work Statement that describes how the selected contractor will achieve the Performance Objectives listed in the SOO. The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The NAICS Code for these services is 811310 and the annual size standard is $6,500,000. Interested sources capable of providing the required services must respond by e-mail to msanford@do.usbr.gov no later than December 31, 2007. Interested sources shall indicate that they are capable of providing the required services and must indicate their size status (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB)). Include any comments or recommendations concerning the draft SOO. No other information is required at this time. Based upon the responses received, the Government will determine the set-aside method for the procurement. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP. The solicitation will utilize source selection procedures which will require offerors to submit a technical and price proposal for evaluation by the Government. The technical proposal will include a proposed Performance Work Statement, a proposed Quality Assurance Surveillance Plan, and proposed Monetary Reductions for deficient work.
