- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Contractor shall perform all research necessary to prepare in a scholarly, professional manner, a 10-year update covering 1998 through 2007 to the history of the U.S. Army Engineering and Support Center, Huntsville. The history shall be comprised of a narrative presentation with appropriate illustrations, footnotes, bibliography, and appendices. The narrative shall be comprehensive, analytical, and balanced. It shall be written in a clear, crisp style attractive to the general public, and reflect the careful research and thought necessary to find acceptance in the scholarly community. All work shall be completed in accordance with the milestones listed in the Scope of Work. Pl ace of Contract Performance: The contractors office. Space will be provided at Huntsville Engineering & Support Center to facilitate conducting interviews, gathering information, etc. Set Aside Status: Historically Black Colleges or University or Minority Institution as defined in section 365(3) of the Higher Education Act of 1965. In order to be eligible for any government contract, offerors must provide/obtain registration at the following site (http://www.ccr.gov/) and not be on the government contractor debarment list (http://www.epls.gov/) NAICS code: 323117 Solicitation number; This solicitation is issued as a request for quotation(RFQ). It is advised that a complete copy of the provision at FAR 52.212-3, Offerror Representations and Certifications-Commercial Items be submitted with the offe r. (https://orca.bpn.gov/) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular: FAR 52.212-1 through FAR 52.212-5, and DFARS 252.226-7000. Evaluation factors will include experi ence and technical approach, past performance, and price. All bids are due by 5:00 pm central standard time on 28 January 2008.
