Description
The Joint Munitions & Lethality Life Cycle Management Command (JM&L LCMC) Acquisition Center at Picatinny Arsenal,NJ 07806-5000 intends to issue a Request for Proposal (RFP) to update and modify the current Microclimatic Control System (MCS) that is used in the Paladin Howitzer M109A6. The MCS had been incorporated to alleviate thermal stresses, filter nuclear, biological, and chemical contaminants from the crew members. The current Paladin MCS provides up to 100 scfm of Nuclear, Biological and Chemical (NBC) filtered air which is temperature conditioned in hot ambient environments and has a vapor cycle refrigeration unit. The air is supplied to five crew stations via Y-diverter valves, which split the airstreams between a ventilated face piece and an air cooled vest. In cold environment operation, each of the five crew airstreamsare heated with an M3 heater unit. This project will demonstrate and modify the current MCS to improve the reliability and performance, replace the current R12 compressor, rework the tubing and fitting to conform the R134a requirement, replace the existing R12 low pressure cutoff switch with a R134a low pressure cutoff switch, redesign the unreliable and under-rated vane axial fan, redesign/modify the crew blow, redesign/modify/improve air flow on the relay panel/enclosure to eliminate the circuit breakers cutoff problems, and provide recommendations on other system upgrades. The Government intends to award this contract on a best value basis using Full and Open Competition. The contracting vehicle will be a Firm-Fixed Priced Contract. It is anticipated this solicitation will be posted on the US ARMY JM&L LCMC Procurement Network website located at http://procnet.pica.army.mil on or about 1/10/08. Proposals will be required on or before, but no later than 30 days thereafter. The period of performance for this effort is to complete all tasks no later than nine months after contract award - FY08.
