Description
This announcement is a Request for Information (RFI)/Market Survey. This announcement is NOT A SCREENING INFORMATION REQUEST (SIR) OR REQUEST FOR PROPOSAL (RFP) of any kind. Further, the Federal Aviation Administration (FAA) is not seeking or accepting unsolicited proposals. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this RFI/Market Survey announcement. Therefore, any costs associated with RFI/Market Survey submissions will be solely at the interested party's expense. Purpose of Announcement: In accordance with the FAA Acquisition Management System (FAAAMS) paragraph 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to modify the current single-source contract with Northrop Grumman Corporation (NGC). NGC provides the storage, installation, training, and engineering support of previously purchased and built FAA baseline NGC Digital Voice Recorder (DVR) and Rapid Deployment Voice Switch (RDVS). The installation includes the upgrade of hardware and software, as well as, the repair and/or replacement of installation failures. The FAA proposes to issue a contract modification against Contract No. DTFAWA-06-C-00013 to incorporate Enhanced Terminal Voice Switch (ETVS) with NGC. The storage and installation activities will add one (1) year to the current four (4) year contract for a total contract length of five (5) years which will end on 05 February 2011 and increase contract ceiling. There are no follow on requirements. A competitive solicitation is not available for this procurement. Any firm that believes they have the technical ability to perform installation (including repair and/or replacement of installation failures), training, and engineering support for ETVS are requested to submit their firm's capability, qualifications and experience for the requirements outlined above and the FAA will evaluate such information accordingly. To ensure full consideration by the FAA, responses to this RFI/Market Survey should be submitted No later than 10:00 A.M. local time on December 31, 2007, to the following address: Federal Aviation Administration Attn: Dana D. Please submit as a MS Word file. If you can not respond electronically, please send at least two (2) hard copies by the indicated deadline. All responses (one response per company) are to be provided on company letterhead. No type font less than 12 point may be used.
