Description
This is a Pre-Solicitation Notice for information only. Solicitation documents are not available until the Request for Proposal (RFP) is issued on or about December 24, 2007. In accordance with FAR 5.102 (d) availability of the solicitation will be limited to the electronic medium. The solicitation will be available for viewing and downloading at the Internet web address http://www.neco.navy.mil and http://www.fedbizopps.gov. It is the offeror?s responsibility to check the website periodically for any amendments to the solicitation. This Pre-Solicitation Notice is for High Voltage Electrical Distribution System Improvements to include design, engineering, and construction at Naval Station Great Lakes, IL. Project magnitude is estimated at $2M -$4M with a project completion date estimated for 30 SEP 2009. The NAICS code applicable to this procurement is 238210. The size standard is $13 million. The acquisition method will be a two-phase design-build process with an award based on the best value concept. By submitting a quote, the offeror will be self certifying that neither the principal corporate officials or owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. NO SOLICITATION EXISTS AT THIS TIME. Phase I of the RFP will be issued on an unrestricted basis inviting FULL AND OPEN COMPETITION. The estimated due date for Phase I proposals is January 11, 2008. Offerors will be technically evaluated in Phase I, and a maximum of five offerors will advance to Phase II. For Phase I, the offerors will be evaluated on the following factors: Factor A--Past Performance and Relevant Experience to include: A1. Design Team Experience and A2. Construction Team Experience; Factor B--Technical Qualifications to include: B1. Design Team Qualifications, B2. Construction Team Qualifications, and B3. Management Approach, and B4. Construction Quality Control and Safety. Factor C-- Small Business Subcontracting Effort and SDB Participation. For Phase II, the proposals will be evaluated on the following factors: Factor A--Past Performance and Relevant Experience, Factor B--Technical Solutions/System Design; Factor C--Durability/ Maintainability/ Quality of Materials; and Factor D--Small Business Subcontracting Effort. Phase II proposals will only be accepted from the offerors that were selected in Phase I. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at any time prior to award.
