Description
The Department of the Army Headquarters, U.S. Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, New Jersey has a requirement to produce and deliver the M240B/M249 Sling Assembly. The M240B/M249 Sling Assemblies is built in accordance with a Technical Data Package available under Limited Distribution D. The TDP is marked Limited Distribution D: Distribution authorized to the Department of Defense and US DoD contractors only. Any interested parties requesting a copy of the TDP must have been certified by the US/Canada Joint Certification Office under DD Form 2345. All requests should be submitted in writing with a copy of their authorized DD 2345 to nuzhat.masood@us.army.mil. A five-year Fixed Price/indefinite Delivery Indefinite Quantity type contract with estimated quantities of 40,000 M240B/M249 Sling Assemblies per each ordering period is being anticipated (FY07-FY11. Award will be contingent upon availability of funds. The M240B/M249 Sling Assembly attaches to the M249 Machine Gun or the M240B Machine Gun to aid the gunner in carrying either weapon comfortably for prolonged periods of time in a manner that also allows quick engagement of the enemy. The Sling Assembly must incorporate a quick disconnect device that allows the gunner to easily slip out of the sling when he drops to a prone position. The Sling Assembly must incorporate a shoulder pad that affords the user maximum comfort. The minimum size of the shoulder pad should be 3 inches wide by 19 inches long and the pad should be easily adjustable for repositioning along the length of the Sling Assembly. The attachment of the Sling Assembly to the weapon shall be with quick disconnect metal parts configured so that the design and surface finish of the metal parts prevents any damage to the weapon attachment points. Since the forward portion of the Sling Assembly may come into contact with a hot barrel this portion shall be constructed of high temperature, heat resistant material to prolong the service life of the Sling Assembly. The M240B/M249 Sling Assembly will be built in accordance with the technical data package, no deviations to the drawing materials, treatment, or finish will be permitted. The contractor shall fabricate or purchase the items in accordance with the provided drawings, inspect them in accordance with drawing Quality Assurance Provisions (QAP), and package them in accordance with best commercial packaging practices. A First Article Test quantity of ten (10) slings will be required 180 days after date of contract award. Forty five (45) days after approval of First Article sample, production delivery of 2,000 Sling Assemblies for the first month, 3,000 the next month then the following month full production of 4,000 per month will commence. To facilitate validation of the contractor certification, AMSTA-AR Form 1350 will be included in solicitations for contractors to complete and return to the contracting officer for process prior to release of any restricted TDPs. The form becomes part of the permanent file documentation. Business License, Incorporation Certificate, Sales Tax Identification Form or other documentation which verifies the legitimacy of the company must accompany all DD Forms 2345. Note: DD Form 1350: Question 5 - obtaining an ITAR number from the United States Department of State. This is necessary for any company that will be manufacturing Department of Defense equipment even if such items are not being exported out of the country, this process of obtaining this number costs $300.00 and is specifically required by article 122. This procurement is 100% small business set-aside. See Note 22. Release of the solicitation is anticipated on or about 13 August 2007 and will be available at http://procnet.pica.army.mil.
