Description
The VA Health Administration Center (HAC) is seeking information from potential sources capable of meeting the following requirements: 1. Purpose and Objective The purpose of this requirement is to write the content for a comprehensive fee basis web training product for the Department of Veterans Affairs (VA) Veterans Health Administration (VHA) National Fee Program Office (FPO). 2. Background The VHA fee basis program uses Veterans Health Information Systems and Technology Architecture (VistA) software to authorize and process medical services purchased in the Non-VA medical community. Currently, there is no formal training program for fee basis staff, other than user and technical manuals and local mentorship efforts. Although the VHA Fee Program Office developed a business/policy training program, it does not address software training needs. The goal of this project is to provide software training on VistA fee basis application via web distribution. The development of the web training modules is under the direction of the VA Learning University, Office of Information National Training and Education Office (VALU), Cleveland, Ohio, in coordination with the VHA Fee Program Office, Denver, Colorado. 3. Supporting Data The training curriculum and policy, regulations, directives, and rules governing the fee basis program, and the VistA Fee Basis User manual will be provided. Examples of training format will be provided. 4. Requirements The contractor must have recent extensive knowledge and in-depth experience (a minimum of five years of direct managerial work in the Fee environment) with VHA Fee Basis policy and rules and the VistA fee basis and related packages. Basic computer skills are required. 5. Deliverables 5.1. Contractor will write the components outlined in the training curriculum as required by FPO and VALU. The training curriculum is organized into the below ten modules. The contractor will submit the written training content for each module no later than the below indicated due date to VHA Fee Support Office, 3773 Cherry Creek Drive North, Denver, Colorado 80209: Module Date Due 5.1.1. Orientation To be determined 5.1.2. Navigation To be determined 5.1.3. Civil Hospital To be determined 5.1.4. Outpatient To be determined 5.1.5. Unauthorized Claims To be determined 5.1.6. Community Nursing Home To be determined 5.1.7. Pharmacy To be determined 5.1.8. Dental To be determined 5.1.9. Security To be determined 5.1.10. Supervisory To be determined 5.2. Contractor will modify training content as requested by VALO and FPO. 5.3. Contractor will prepare reference materials and job aids. Specific content for each will be determined as online training modules are developed. The purpose of this announcement is to gather information on the available sources for this requirement and does not constitute an Invitation for Bids, a Request for Proposals, a Request for Quotations or an indication that the Government will contract for any of the items and/or services described in this notice. In submitting a response, respondents are solely responsible for any associated expenses. The information received in response may be used to create an acquisition strategy, including set aside decisions, and a detailed work statement. Accordingly, interested firms are requested to advise in their response 1) whether they can meet the requirements and 2) provide information as to the status of their firm (Service Disabled Veteran Owned Small Business, Veteran Owned Small Business, 8 (a) small business, Small Disadvantaged Business, etc.) Please provide a brief statement of your capabilities, experience, an estimated cost, and technical comments. Include your company information, size status, and a name, address, phone number, fax, and email for a point of contact. Provide information on any other government contracts you have for this type of work. Responses should be sent via email only. NO TELEPHONE CALLS. This Request for Information in no way constitutes a Request for Proposal and is not to be construed as a commitment by the Government. The Government does not intend to award a contract based on this announcement. Written responses should be received no later than 4:00 p.m. MST on December 17, 2007.
