Description
The Federal Bureau of Prisons, Field Acquisition Office, Grand Prairie, TX intends to make a single award for the provision of Advanced Occupational Education Program leading to a Certificate in Sales, but one which is not part of a four-year degree program. The focus of the program is intended to provide inmates with marketable skills by providing classes which lead to a one-year certificate. There will be approximately 24 inmate students per class. The services will be provided at the Department of Justice, Federal Bureau of Prisons, United States Penitentiary McCreary, located in Pine Knot, Kentucky. The North American Industry Classification System (NAICS) Code is 611210 (Size Standard: $6.5 million). The contractor shall be responsible for, but not limited to providing a program coordinator, instructors, specialized equipment or other materials, and will maintain records which are accessible to the Government. The contractor shall provide a written course syllabus which is to be approved by the Supervisor of Education. The Contractor will provide any specialized equipment, textbooks, copies, or other needed materials. The contractor will be required to provide classes primarily during the evening hours (6:00 p.m. to 8:00 p.m.) Monday through Thursday, except Federally observed holidays. Some morning and/or afternoon hours may be included. The contractor must be a fully accredited college. The contractor must be listed in the directory entitled ?Accredited Institutions of Post-Secondary Education? and/or be designated as eligible by the United States Department of Education to receive tuition assistance funds. The contractor must be accredited by the North Central Association of Colleges and Universities or a comparable association. The contractor must provide instructors with at least a Master?s degree or experience teaching at the college level, and practical experience in the field. Contractor must be able to provide an on-site program coordinator between the institution and a regular campus which is located within 50 miles of the institution. All contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database. The website for registration is www.ccr.gov. The contract periods will consist of a 12-month base period and four 12-month option periods for renewal. The solicitation will be available on/about January 8, 2008 and will be distributed solely through this website. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to this solicitation. All future information concerning this acquisition, including the solicitation and any subsequent amendments, will be distributed through the website. Interested parties are responsible for monitoring the website to ensure they have the most up-to-date information about the acquisition. The date for receipt of quotations is on/about February 8, 2008; however, this is a projected estimate and quoters should refer to Page 1 of the solicitation (Block #8) for the actual date quotations are due. Faith-Based and Community-Based Organizations can submit offer/bids/quotations equally with other organizations for contracts for which they are eligible. This solicitation is a full and open competitive procurement. All responsible small business concerns are encouraged to submit a quotation which may be considered.
