Description
The Tongass National intends to conduct sole source negotiations with Alsek Air of Yakutat Alaska for aircraft transportation services. The basis of the sole source negotiations is a belief that there is no one capable or interested in providing guaranteed availability, March thru August 2008, within 36 hours of notification for a minimum of 50 hours guaranteed flight time. The intent of the resultant contract is to obtain services of aircraft fully operated by qualified personnel and equipped to meet the contract specifications for use in administration and protection of public lands. When given 36 hours notice during the Mandatory Availability Period, the aircraft must be available for the use of the Government. The types of service which the aircraft will generally be required to perform include but are not restricted to transportation of personnel, equipment, and supplies; reconnaissance and observation; transportation of cargo; search and rescue missions; routine and tactical law enforcement missions and fire support. Aircraft will be required to operate out of remote areas and must be of a design and power to adequately perform over and from such areas. Strict compliance with specifications on power, design of aircraft and use of Forest Service approved pilots shall be required. The Forest Service has interagency and cooperative agreements with State and Federal Agencies and private landholders, and may dispatch aircraft under this contract for such cooperative use. Firms which believe they can provide the services described above are invited to submit affirmative information via email to that effect to Stephen Patton (spatton@fs.fed.us) not later than 15 days following the publication of this notice.
