- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. See the attached files. The purpose of this modification is to revise the PART II ? DESCRIPTION/SPECIFICATIONS/WORKSTATEMENT, STATEMENT OF WORK, APPENDIX A ? PERSONNEL QUALIFICATIONS, Paragraph 2.2 Acquisition Professional, Subject Matter Expert (SME), Professional Experience from Twenty-five (25) years to Fifteen (15) years.
