Description
The Marine Corps Systems Command (MARCORSYSCOM) intends to increase the contract Maximum from $15,000,000 to $30,000,000 on the current sole source General Services Administration (GSA) Blanket Purchase Agreement (BPA) contract M67854-06-A-7034 with Harris Corporation, 1680 University Avenue, Rochester NY, 14610-1839. The BPA is for spares specific to the High Frequency Manpack Radio (HFMR), part number 10540-0100-01 (also known as the AN/PRC-150C) , the HFMR 150W Vehicular Adaptor/Power Amplifier, part number (10540-7010-01) also known as the AN/VRC-104(V)3 and the HFMR Transit Case System part number (10540-0810-01) also known as the AN/TRC-209. The GSA BPA will have a total minimum ordering requirement of $8,000,000 and a maximum (ceiling) of $30,000,000. Harris Corporation is the Original Equipment Manufacturer (OEM) of the AN/PRC-150C, AN/VRC-104(V)3, and the AN/TRC-209 systems, owning all related proprietary data and drawings and is the only USMC approved manufacturer of the above systems. Another manufacturer would have to undertake significant efforts to redesign and re-engineer the hardware to meet the DoD requirement for repairable components/modules for the HFMR. Additionally, due to the required level of testing, interoperability with currently fielded radios, and the required delivery schedule, Harris Corporation is the only source capable of fulfilling HFMR spares and repairable requirement. No RFP is available for competitive bidding, however interested parties capable of providing all of the spare parts listed in Attachment 1 are encouraged to submit a statement of capability for satisfying this re quirement no later than close of business on 19 December 2007 to the contact person listed above. The applicable NAICS code for this effort is 334220.
