- A MARKET SURVEY is being conducted to determine if there are adequate HUBZone, 8(a), or Service Disabled Veteran Owned Business (SDVOB) contractors for the following proposed project: Construction of a 93,000 SF pre-kindergarten elementary school to serve 550 students at Fort Campbell in Montgomery County, Tennessee. The reinforced concrete/steel elementary school will include general purpose classrooms, art classroom, music classroom, computer labs, gymnasium, multipurpose room with stage and kitch en, specialists rooms, information center, administrative offices, teacher work rooms, and supply/storage rooms. The school will incorporate advanced communication systems to support technology program requirements, as well as general communications. Th e project scope will include utilities, parking, bus loading/unloading area, playground, sports facilities, signage, fencing, landscaping, and security lighting. These facilities will be designed in accordance with Department of Defense Education Activity education specifications, AT/FP standards, Americans with Disabilities Act Accessibility Guidelines, National Fire Protection Association Life Safety Code, Standards of Seismic Safety for Federally Owned Buildings, and energy conservation standards. This project is planned for advertising in September 2008. Contract duration is 450 days. NAICS is 236220. Size limitation is $31M. The estimated cost range is between $10,000,000 and $25,000,000. 20% of the work is to be self-performed. Estimated award date is December 2008. All interested SBA HUBZone certified or SBA 8(a) certified or SDVOB contractors should notify this office in writing by mail or fax by 1:00 PM Eastern Time on 19 December 2007. Responses must include (1) Identification and verifica tion of the company as either SBA HUBZone certified or SBA 8(a) certified or SDVOB; (2) Past Experience Provide descriptions of projects completed within the last five (5) years which are similar to this project in size, scope, and dollar value. Project s considered similar in scope to this project include contiguous, non-retail, non-warehouse, administrative or office oriented spaces greater than 90,000 SF or academic spaces greater than 90,000 SF. With each project experience provided, include the date when the project was completed, location of the project, contract amount and size of project, the portion and percentage of work that was self-performed, and performance rating for the work; (3) letter from bonding agency indicating performance and paymen t bonds approval for the project in the dollar range listed above ($10,000,000 to $25,000,000), and (4) a statement verifying the contractor will perform 20% of the work and how it will be accomplished. NOTE: If qualified SBA HUBZone certified, or SBA 8(a ) certified, or SDVOB contractors do not provide satisfactory responses, this planned contract action will be approved for full and open competition.
