Description
It is the Governments intent to award a Five-Year Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) Contract for (1) sustainment and operation of the Government Owned and Government Operated ASIF systems integration laboratories (SILs); (2) engineering, technical, and management support needed to inte grate US Army Aviation and Missile Research Development and Engineering Center (AMRDEC) capabilities into a single best-value, integrated solution; and (3) utilization of the ASIF SILs to support the integration of new components and/or upgrade existing components into modern Army aviation bussed aircraft. The requirement also includes engineering services for design performance, assembly, simulation, software development, system level testing, and procurement of a minimum quantity of aircraft specific and collateral components required to perform integration and subsequent testing and ensure integration, verification, and accreditation. The ASIFs mission is to develop and operate reconfigurable, government-owne d, platform independent SILs capable of performing avionics hardware and software system engineering and integration. The ASIF will provide planned risk reduction capability for PEO Aviation systems integration, to include integration of spiral development, flight evaluation, performance validation, and d evelopment of portable cockpits for simulation and training. The proposed period of performance is from 01 July 2008 through 01 July 2013. The FAR clause 52.219-14 - Limitations on Subcontracting will be used in the contract to be awarded. Offerors must demonstrate ability to work with Army Aviation industry by providing samples of all up-to-date (current) Associate Contractor Agreements (ACAs), Non Disclosure Agreements and/or Proprietary Information Agreements related to this type of work, demonstrating current working relationships with Army Aviation Original Equipment Manufacturers and Aviation Primes. ACAs are agreements between contractors working on Government contract projects that specify requirements for them to share information, data, technical knowledge, expertise, or resources. Prime contractor to subcontractor relationships do not constitute ACAs. Liability for the improper disclosure of any proprietary data contained in or referenced by any agr eement shall rest with the parties to the agreement, and not the Government. The proposed contract listed herein is being considered for a 100% small business set aside, and is subject to the availability of funds. By US Law, participation in Small Business Set-Asides is restricted to US small businesses; therefore, submission of information by foreign sources will not be honored. The most recent ASIF effort was awarded on a sole source basis to COLSA Corporation under Contract W58RGZ-06-D-0383, a CPFF, 5 Year IDIQ Contract, with a total potential dollar value of approximately $8.5 Million. A Pre-Solicitation Conference will be held on 18 December 2007 from 1300  1700 (CST). Express your intent to attend the Pre-Solicitation Conference to lechara.meardry1@us.army.mil no later than 1000 (CST) 10 December 2007. Participation by Foreign Sourc es is prohibited. Each company will be limited to a maximum of 3 persons. Directions and visitor access will be emailed in a response. No questions will be entertained at the Pre-Solicitation Conference. Questions resulting from the Pre-Solicitation Conference should be submitted to lechara.meardry1@us.army.mil by 1600 (CST) on 19 December 2007. All questions will be consolidated and posted to the ASIF Webpage, located at https://redstoneappsrv1.redstone.army.mil/acweb/acwebdba.acweb_home. We anticipate that a draft Statement of Work, for this requirement, will be posted to the ASIF webpage within 10 days after issuance of this synopsis. Express your interest in receiving a copy of the solicitation by responding to this synopsi s no later than 1600 (CST) on 19 December 2007. Note that responses expressing interest in attending the Pre-Solicitation Conference will not be considered synonymous with interest in receiving a copy of the solicitation; a request for RFP will be requir ed by the stated response date and time.
