Description
NAICS Code: 334513 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Thermo Fisher Scientific Incorporated (Rupprecht & Pataschnick Air Quality Instrumentation) located at 26 Tech Valley Dr, East Greenbush, NY 12061-4135, for the acquisition of two EPA-designated PM10 and two EPA-designated PM2.5 Federal Reference Method (FRM) Environmental Air Sampler Systems for 120VAC operations. The FRM air sampler systems are proprietary to Thermo. Thermo is the only known source for these EPA-designated FRM air sampler systems; and, therefore, is the only vendor that can satisfy the requirement. In order to ensure timely and correct task completion, the circumstance permitting is FAR 13.106(b) (1) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist; and, therefore, no solicitation (RFQ) is available. Consequently, any response failing to demonstrate the contractor's ability to provide these EPA-designated FRM air sampler systems and instead choosing merely to submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for determining whether to conduct a competitive procurement. Interested parties may submit written qualification statements, fully explaining their capability, no later than 10 days after the date of this publication.
