Description
NAICS Code: 541620 The U.S. Environmental Protection Agency, Office of Enforcement and Compliance Assurance, Office of Compliance anticipates awarding two cost-plus-fixed-fee contracts with a two-year base period, one two-year option period and one one-year option period. This procurement will be conducted as a full and open competition under the Federal Acquisition Regulations (FAR) Part 15: Contracting by Negotiation. One contract will be awarded to a small business and the other contract will be awarded to a large business. The formal solicitation and other information and items will be posted at this website on or about December 14, 2007. The total labor hours estimated for this procurement is approximately 157,400 hours, and will be split evenly between both contracts. All responsible offerors may submit a proposal. Copies of the solicitation will be available on this site. Paper copies of the solicitation will not be provided. It is the responsibility of interested parties to regularly monitor EPA's website for updates to this procurement. Telephone inquiries will not be taken. The purpose of this procurement is to provide support for the Office of Compliance in all facets of its responsibility for managing and coordinating EPA?s national compliance enforcement program. The contract will support enforcement and compliance training development and delivery, including training related to implementing enforcement and compliance data systems. The contract will support management of enforcement targeting and analysis data, provide program management support studies and analyses, compliance monitoring activities, compliance assistance activities, sampling and sample analyses and outreach tasks. The requirement is broken into 7 task areas: (1) Trainings/Meetings/Workshops; (2) Data Management; (3) Targeting and Data Analysis; (4) Compliance Monitoring Support; (5) Compliance Assurance; (6) Outreach; (7) Planning, Measurement, Program Management and Analysis Support. Offerors will be requested to address ALL task areas in their proposal as well as a sample Work Assignment to be provided with the formal solicitation.
