- The Naval Air Warfare Center Training Systems Division (also known as NAWCTSD) issues this Broad Agency Announcement (BAA) under the provisions of paragraphs 35.016 and 6.102(d)(2) of the Federal Acquisition Regulation (FAR), which provides for the competitive selection of research proposals. Contract(s) based on responses to this BAA are in full compliance with the provisions of PL 98-369, The Competition in Contracting Act of 1984. NAWCTSD contracts with educational institutions, nonprofit organizations, and private industry for research and development (R&D) in those areas covered in Section 2.0 of this BAA. This BAA is intended to cover R&D in the area of modeling and simulation (M&S) research pertinent to the Department of Defense Modeling and Simulation Coordination Office (M&SCO).
