Description
This acquisition is proceeding as SERVICE DISABLED VETERAN-OWNED SMALL BUSINESS Set-Aside Request for Proposal (RFP). Estimated Cost Range is between $25,000,000 and $100,000,000 This Procurement will be conducted under FSC CODE: Y139, SIC CODE: 1542, NAICS Code: 236220. The size standard for this code is $31,000,000. The subject project is to construct a standard criteria General Instruction Building. The facility will be multi-story and includes classrooms, staff and faculty offices, storage, test control areas, conference room, multi-purpose training areas, cultural rooms, curriculum resource areas, break areas and other academic support areas. Supporting facilities include all utilities and mechanical systems support, fire protection and alarm systems, parking, paving, walks, curbs and gutters, storm drainage, robust information/network support systems and site improvements. Antiterrorism/Force Protection measures include standard features for new facility construction to include laminated glazing, pressure rated doors and site limiting landscaping features. Heating and air conditioning shall be provided by self contained systems. A SITE VISIT/PRE-PROPOSAL CONFERENCE HAS BEEN SCHEDULED ON 20 DECEMBER 2007. Information regarding time and location will be available via FedBizOpps Announcement. All PROPOSALS will be due on/about 30 JAN 2008/3:00 pm PST. The specific date and time will be identified in the solicitation. The acquisition method is negotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROC ESS. ORDERING SOLICITATION: Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is iss ued. The hyper-link will not appear as a website address, but text as follows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor R egistration (www.ccr.gov). If you are a first-time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the RFP documents.
