Contracting Office Address US Army ARDEC, AMSTA-AR-PC, Picatinny Arsenal, New Jersey 07806-5000 Description Precision munitions increase the effectiveness of the US Army in the complex and urban terrain of the current battlefield where collateral damage is unacceptable. Affordable precision munitions are a primary goal of the US Army in an effort to achieve this increase in effectiveness at a reduced cost. The US Army Armament Research Development and Engineering Center (ARDEC) located at Picatinny Arsenal, New Jersey is seeking companies or organizations interested in entering into a research and product development partnership through the use of a Cooperative Research and Development Agreement (CRADA). The motivation for this partnership is to support the development of a 105mm Precision Guided Munition that will result in a Guide to Hit demonstration. A Government airframe design is expected to achieve increased accuracy at extended ranges in an effort to meet an emerging 105mm Precision Munition Capabilities Development Document (CDD). This airframe may use Global Positioning System (GPS) and possibly a reduced state Inertial Measurement Unit (IMU) and a simple actuator system for its guidance and control; a rocket motor for post launch impulse, and actuator induced glide for extended range. An integrated fuzing system and enhanced lethality warhead may also be demonstrated separately. Interested parties should respond to this CRADA announcement with their intent to attend an Industry Day at ARDEC on 17 December 2007, followed by a CRADA submission describing the proposed effort. The Industry Day will be held in the Trifiletti Conference Room, Bldg. 65, at Picatinny Arsenal, New Jersey on 17 December 2007, 9 A.M. to 11 A.M., One on One breakout conference rooms will be made avaialable as required during the afternoon. Interested Industry outside of the United States of America may request participation, but authorization for such participation cannot be guaranteed. It should also be noted that attendance by foreign representatives is contingent upon their submitting and getting approval of an embassy- sponsored visit request. Please be aware that all visitors, including those escorted by Picatinny or Contractor personnel with valid Picatinny ID, are required to process in through the Visitor Control Center located at the Main Gate. To be issued a vehicle and personal entry pass you MUST have some form of valid photo ID, i.e. Drivers License, Passport, etc. This policy includes all vehicle passengers. In addition, individuals operating vehicles without a Picatinny decal affixed will be required to process in through the Visitor Control Center and must provide your license and registration. All vehicles entering Picatinny will be subject to search for weapons, ammunition, drugs, alcoholic beverages, photographic equipment, and recording devices. Objective The objective of this notice is to seek out industry partners to help bring a Government design of a 105mm Precision Munition to a successful guided flight demonstration. Through this CRADA, ARDEC in collaboration with ARL may provide: 1. Airframe design 2. Wind tunnel data 3. Aeroballistics and CFD modeling and analyses 4. Finite Element and structural analyses 5. Warhead design and analyses 6. Actuator and control algorithm development 7. GPS Algorithm augmentation 8. Inertial sensing and telemetry 9. Fuze design 10. Slip band design 11. Actuator design 12. Interior Ballistics and charge development analyses 13. Testing and evaluation ARDEC is seeking Industry expertise in: 1. GPS receiver manufacture and integration 2. Flight processor manufacture and integration 3. GPS Algorithms for position and roll orientation 4. GPS Algorithm Interface with actuator 5. Telemetry manufacture and integration 6. Antenna design, manufacture and integration 7. Rocket motor design, manufacture and integration 8. Fuze design and manufacture 9. Metal part fabrication and assembly Multiple CRADAs may be pursued in order to increase the likelihood of a successful guided flight demonstration. Headquartered at Picatinny Arsenal, New Jersey, ARDEC is the Army???s principal researcher, developer and sustainer of current and future armaments and munitions systems. ARDEC maintains a world-class workforce to execute and manage integrated life-cycle engineering processes for the research, development, production, field support and demilitarization of armaments, munitions, fire control and associated items. Further information regarding the facilities and services provided by ARDEC can be found at www.pica.army.mil ARDEC will work with CRADA partners to apply System Engineering principles and methodology to document the performance and other improvements that result from the collaborative effort. Intellectual Property and Proprietary Data Security ARDEC respects the importance of corporate intellectual property and data security while balancing the need to document the benefits of public expenditures. Provisions relating to proprietary information and intellectual property shall be set forth in the CRADA. ARDEC seeks Government Purpose License Rights (GPLR) to the inventions, data and software developed and demonstrated under this agreement in order to allow a future acquisition program to be conducted using full and open competition. Industry Partners are required to make a declarative statement of perceived Limited Rights to technologies offered under this agreement. CRADA submissions Descriptions of the proposed CRADA efforts should be submitted electronically by 4:00 p.m. Eastern Time, January 15 th 2008. An industry day will be held at ARDEC December 17th 2007. CRADA proposals submitted after the January 15 th 2008 deadline may be considered if suitable CRADA collaborators are not selected from among the timely responses. Final negotiations of CRADA agreements, terms, and conditions will be completed after initial discussions have concluded. The CRADA submission and inquiries should be directed to the Point of Contact listed below Submissions should be limited to 10 pages and desired content will be disclosed at the Industry Day. CRADA submissions should also include: the names, addresses, telephone numbers, facsimile numbers, and email addresses of the primary contact person. Single page resumes of key project participants and a company profile may be included but are not counted in the 10 page maximum length. ARDEC intends to enter appropriate CRADA partnerships that are best suited to accomplishing the stated project objectives. NOTE: This effort is NOT an acquisition and will not involve the provision of funding to any CRADA partner. This notice should not be construed in any manner as a commitment on behalf of the USG to conduct any follow-on acquisition action. The USG may or may not pursue an acquisition as a result of this CRADA effort.
