Description
SUBJECT: SOURCES SOUGHT FOR WARGAMING AND RESEARCH LABORATORY OPERATIONS. The purpose of this Sources Sought Notice is to locate and identify qualified Service Disabled Veteran Owned Small Business (SDVOSB) sources to determine if sources exist for a SDVOSB set aside. The Air Force Research Laboratory/Kirtland AFB NM (AFRL/RD) is seeking qualified SDVOSB sources that can perform tasks for coordination, oversight, research, development, integration and demonstration of Wargame, Exercise, and Experiment philosophies, techniques and procedures for the conduct of modeling and simulation and systems engineering activities. The contractor will also coordinate and oversee Air Force Research Laboratory (AFRL) participation in and execution of the Air Force Integrated Collaborative Environment (AF ICE). Additionally, the contractor will provide support to AFRL/RD for establishing and maintaining an overarching Modeling and Simulation architecture to focus and guide the development of Directed Energy (DE) systems, concepts and technologies. The contractor will provide support to AFRL/RD in the conduct of systems engineering functions for DE weapon systems. Work may be performed at AFRL facilities, in the Distributed Mission Operations Center (DMOC), and at other DOD, university, and/or contractor facilities. BACKGROUND: The Air Force Research Laboratory is engaged in conducting and participating in systems engineering, war gaming activities and modeling & simulation to demonstrate and evaluate the value-added utility of advanced technologies and concepts and to focus future development through user feed-back. The objectives of this contract are: (1) to maintain a corporate memory for the conduct of war gaming and to provide AFRL the overall support required for planning, coordination, participation and execution of future war gaming activities and systems engineering related to advanced DOD concepts and technologies; (2) to support the integration of AF ICE within the AFRL community; (3) to provide AFRL/RD an overarching M&S architecture to focus and guide the development of Directed Energy systems, concepts and technologies; and (4) to provide additional technical support as required and requested by AFRL/RD. This work must be conducted at the appropriate security level; sources will be required to have/or obtain personnel cleared up to the TOP SECRET Level. This procurement is anticipated to be an indefinite quantity indefinite delivery (IDIQ), cost plus fixed fee type contract for a period of five years, not to exceed $5M. AFRL will issue task orders against the basic IDIQ contract. The North American Industry Classification System (NAICS) Code is 541712; Small Business size standard 500 employees. Interested SDVOSB firms are invited to respond to this sources sought announcement by providing an information statement (not to exceed five (5) pages not inclusive of the cover page) that summarizes relevant experience, knowledge, and capabilities consistent with the effort described. Respondents shall provide information related to contracts where the respondent was materially involved at a comparable level of effort. In addition, interested SDVOSB firms are invited to respond to this sources sought announcement by providing the following: (1) Name and address of applicant (Corporate/Principal Office); (2) Name, telephone and fax number of point of contact; (3) Date firm started; (4) SIC Code; (5) Contractor capabilities statement. A determination as to whether this acquisition will be a set-aside or full and open competition will be based upon responses to this notice. Interested SDVOSB sources are requested to submit Information Statements electronically by 4:00 p.m. MST on 20 December 2007 to the POC e- mail address. Proprietary data will be protected when so designated. Acknowledgement of receipt will not be made. Availability of any formal solicitation will be announced separately. This is NOT a request for proposal (RFP), invitation for bid (IFB), or an announcement of a solicitation and no solicitation package exists at this time. The request for information announcement is requested for informational purposes only. No cost data should be submitted. The Government will not pay for any materials provided in response to this notice or any follow-up information requests. Submittals will not be returned to the sender. Respondents will not be notified of the results of the evaluation. However, AFRL will utilize the information for technical and acquisition planning.
