- The VA Stars & Stripes Healthcare Network (VISN) intends to enter into a sole source contract with The Advisory Board, 600 New Hampshire Avenue NW, Washington, D.C., 20037 to renew annual memberships for VISN 4 in the following programs: Health Care Advisory Board, Clinical Advisory Board, and Performance Leadership Academy for the period of January 1, 2008 through December 31, 2008. The ten (10) participating VA Medical Centers are Altoona, PA; Butler, PA; Clarksburg WV; Coatesville, PA; Erie, PA; Lebanon, PA; Philadelphia, PA; Pittsburgh, PA; Wilkes-Barre, PA; and Wilmington, DE. The following are services that are provided by the Health Care Advisory Board, Clinical Advisory Board and Performance Leadership Academy: provide educational sessions outlining major changes in patient care delivery systems, and sharing tools to assist in the implementation of evidence based practice models. Provides for a better informed staff at medical centers and throughout the network, and provides the latest research and information on improving efficiency of care. Services also include presentation of ongoing educational programs to health care managers to enhance leadership skills in a diverse dynamic workforce. Services include unlimited attendance at all national meetings; onsite research presentation, unlimited access to www.advisory.com and associated online tools; unlimited publication orders and re-orders. This announcement is for services for which the Government intends to negotiate with only one source under FAR 6.302-1 (a) (2). Interested parties are requested to submit no later than December 14, 2007 COB clear and convincing data substantiating their capabilities and qualifications to provide comparable membership services that offer best practices, research and analysis to healthcare industries focusing on business and economic issues, health system strategies, cost governance, and operations. This notice of intent is not a request for competitive proposals. However, all interest received on or before December 14, 2007 will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
