Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The VA Heartland Network 15 has a requirement for professional support services on improvement of Human Behavior for Nursing Staff, Harry S. Truman Memorial VA Medical Center, Columbia, MO using the Temenos? Organizational Excellence Survey (OES). The facility has received a positive momentum generated from the original services provided by Temenos Inc. and the need to continue exists in order to affect a positive outcome facility-wide with front line nursing staff. This procurement includes two segments. Segment One includes on-site professional services with training (Train the Trainer) and development tools. Segment Two includes virtual support as needed for three months after trainers start to deliver on their own. On-site sessions focus on a) evaluation of the program's impact to date; b) share and learn session; and c) identification of action steps to increase impact of the program for the future. The Government intends to negotiate the requirement with Temenos Inc., 37 Kawananakoa Place, Honolulu, HI 96817. The sole source determination is based upon exclusive survey, feedback and analysis tools developed by Temenos Inc. Temenos has developed and will provide permission to reproduce the Temenos Organization Excellence Survey (O.E.S.) and the Behavior Minder Feedback and Relationship Management Tool. The behavior tools are exclusive with Temenos. The North American Industry Classification (NAICS) Code is 541690 and the Size Standard is $6.5 M. The acquisition is being conducted under FAR Part 13.5 Test Program; simplified acquisition procedures apply. It is noted that FAR Part 6, Competition Requirement is not applicable to simplified acquisitions. This notice of intent is not a request for competitive proposals. Interested parties are requested to review the above requirements, and submit a statement of interest that must be submitted on or before December 12, 2007, 4:00 p.m. CST. The determination by the Government not to compete the contract based upon responses to this notice is solely with the discretion of the Government.
