- Description
- The Federal Bureau of Prisons, Federal Correctional Institution, Otisville, NY intends to issue a non competitive contract to U & S Services, Inc. of Tonawanda, NY. The contract will be for U & S Services to extend the existing Tour Andover Controls (TAC) ?Continuum? Direct Digital Control (DDC) system to add remote boiler supervision of two (2) boilers located in the Food Service Department at the United States Penitentiary Canaan, Waymart PA. This extension includes all material, engineering, software, programming, termination, system commissioning, start-up, checkout, owner training and a one (1) year warranty of system. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government has determined this contract action can be issued without providing for full and open competition based on the fact that the existing Continuum Direct Digital Control (DDC) system was manufactured by Tour Andover Controls (TAC) and installed by U & S Services, Inc. and any additions/updates to this system must be made by an authorized Andover Controls ?Continuum? dealer. U & S Services, Inc is the factory authorized TAC dealer for the Waymart, PA area.
