13.0. Conducting system analysis, software specification research, devising detailed software designs, compiling required design and operation documentation, and developing software modules to implement system requirements. Performing technical evaluations of in-house and commercial off-the-shelf (COTS) software for feasibility of use with AFRS systems. 4.2. SOFTWARE DEVELOPMENT ACTIVITIES The contractor shall provide technical expertise in the area of software development. Software development activities consist of performing design related tasks using the above mentioned tools to define business rules, inputs to the applications, modules used by the application, characteristics of the application data, functions, and process the application will perform, application outputs, and provide design documentation. Maintaining repository documentation and established standards for the Functional Hierarchical Diagram (FHD), representing the functional system breakdown, and the Entity Relational Diagram (ERD), depicting the database as represented by the table entities, their attributes, and where possible the data types, and the relationships among them. Maintaining a data mapping solution to use in software development in conjunction with the ERD to identify data items, attributes of specific entities for insert, update, delete and/or query. Maintain a Business Process Model (BPM). Maintaining step-by-step procedures documenting the functionality of each process for use in creation of test plans, user manuals, training plans, and on-line Help Screen documentation. Supporting software development with the Oracle tools, PL/SQL or other development tools and programming languages that works with Oracle relational database management systems. Involvement in all respective areas within the software development lifecycle, i.e., database administration, network support, database/application design, development, testing and configuration management to develop a system that meets functional and technical requirements. Designing, documenting and implementing system code (forms, reports, Java classes, J2EE design patterns, interfaces, XML schemas, and Java Server Pages (JSP)) of varying complexity based on user requirements. Troubleshooting and identifying the underlying causes of software issues identified by the AFRS Customer Support Center (CSC). Designing and developing Oracle forms, reports, web based applications, interfaces, and queries. Optimizing application Oracle forms and reports, web based applications, and interfaces to enhance performance; tuning queries identified by Database Administrators or development personnel to maximize performance; looking for, identifying, and tuning other queries that are running slowly and/or that require large amounts of processor use; documenting and testing all changes to ensure accuracy and performance gain. AFRS uses many software development tools to accomplish this activity, e.g. Tool for Oracle Application Development (TOAD), Oracle RDBMS, Oracle SQL Plus and SQL utilities/programs, Oracle Application Server and its utilities, Oracle Developer Suite, Oracle Forms, Oracle Reports, Oracle JDeveloper, Oracle Discoverer, and Oracle Designer, 6i and later versions, SQL Lab Expert, etc. AFRS is also familiar with Oracle 10g Developer Suite, Java, Unified Modeling Language (UML), Service Oriented Architecture (SOA), Web Services, XML tools and practices, and J2EE patterns, principles and practices. 4.3. NETWORK SYSTEMS ACTIVITIES The contractor shall provide technical expertise in the area of network administration. Network Systems activities consist of daily administration, operation, enhancement and maintenance of application systems: AFRS Domain Name Server (DNS) and AFRS Firewall for the Recruiting Service Network (RSN), Virtual Private Network (VPN), AEP Networks, Microsoft Windows Server systems hardware and software and any other network infrastructure connectivity devices such as telecommunications and AFRS systems. Managing and installing patches from vendors and DoD. Daily administration of AFRS network hardware to include switches, firewall and routers. Advising leadership on cost, time and effort requirements and associated facility requirements, i.e. power, space and cooling. Evaluating new products and technology to improve mission support and configuration alternatives for modifications to existing network infrastructure. Performs technical evaluations of in-house and commercially- off-the-shelf (COTS) software for feasibility of use with AFRS systems. Assisting with performing network management planning, engineering and integration. Performing requirements analysis and configuration standardization and provides technical solutions. Monitoring, analyzing, and optimizing network performance, local area network/wide area network (LAN/WAN) daily traffic and performance, remote access capabilities and firewall administration. Developing, testing and maintaining International Standards Organization/Open Systems Interconnect (ISO/OSI) through all levels of external application interfaces. Supporting software development activities: project management, configuration management, software development, database administration, software reliability engineering, customer support center (CSC), client support administrators (CSA), functional system administrators (FSA), and system administrators (SA). Acting as functional system administrators to 12CS for HQ AFRS and all 32 field units. HQ AFRS FSA?s, manage user?s computers and user accounts using Active Directory (AD) NetIQ Account Recourse Management Tools. Opening and managing trouble tickets in Remedy and HEAT trouble ticket systems. Creating, modifying, and deleting accounts using AD and trouble ticket tools. 4.4. DATABASE DEVELOPMENT ACTIVITIES The contractor shall provide technical expertise in the areas of relational database development and administration. Database development activities consist of examining the Oracle installation and internal Oracle configuration parameters for opportunities to enhance performance of the UNIX operating system. Designing, creating, and modifying database objects and structures with data manipulation language, and retrieving data using structured query language (SQL). Planning, coordinating and performing installation of Oracle database software, upgrades, and security patches from vendors and DoD, and performing database migration across multiple operating systems and hardware platforms. Performing database maintenance to include sizing, defragmentation, and optimization storage, managing storage structures, and enforcing security practices. Monitoring user sessions, system resources, and processes to ensure integrity of the databases. Maintaining database backup strategies, plans, and scripts; performing backup to and recovery from backup media; and resolving backup errors. Analyzing and adjusting database startup and environmental parameters, fine tuning memory, disk input/output (I/O), disk contention and SQL routines and queries. Configuring, maintaining and troubleshooting Oracle database connectivity using Oracle SQL *Net 1.1 and above. Performing setup and configuration of Oracle database listeners and associated files. Troubleshooting Oracle network related errors. Designing, creating and modifying database objects and structures. Maintaining the AFRS data warehouse by modifying existing functionality and developing new functionality, and troubleshooting and resolving problems encountered in the extraction, transformation, and loading (ETL) of data. 4.5. SUPPORT ACTIVITIES AFRS has several support functions to include Inventory Control, Customer Support Center (CSC), Program Management Office (PMO), Software Architecture and Testing. 4.5.1. INVENTORY CONTROL ACTIVITIES The contractor shall perform services in inventory control, in accordance with AFI 33-112, Information Technology Hardware Asset Management, paragraph 10. This includes responsibility for the AFRS master equipment inventory, excess equipment disposition, Asset Information Management System (AIMS) accounts, Defense Information Systems Agency (DISA) excess reports of equipment and report of survey process. Contractor shall also ensure all new equipment is added to the appropriate inventory, ensure accountability of computer systems acquired through any source, prepare AIMS bar code (or equivalent) identification labels, provide guidance and training for the Equipment Custodians (EC), upon appointment and annually, update inventory through the use of completed Report of Survey (ROS), DD Form 200, Financial Liability Investigation of Property Loss and backing up the AIMS database. 4.5.2. CUSTOMER SUPPORT CENTER ACTIVITIES The contractor shall provide technical expertise in the area of customer support / help desk operations. CSC provides technical support to the CSA and SA in resolving network e-mail system, application, and network interface and data communication environment problems. Activities include creating and closing issue tickets using the HEAT system; providing 1st and 2nd level of issue resolution; troubleshoot issues and providing solutions full-time via phone support using specific product knowledge, system utilities, and other available resources; logging and properly documenting all issues, follow-ups, and resolution information for each assigned ticket; identifying customer concerns or issues and resolving or escalating to the next level. 4.5.3. PROJECT MANAGEMENT ACTIVITIES The contractor shall provide technical and business expertise in the area of Project Management. Project Management activities consist of managing project proposals or plans, reviewing each project to determine time frames, limitations, and procedures for accomplishment and allotment of available resources. Managing project documentation throughout the lifecycle and obtaining appropriate approvals at each milestone of the project. Ensure project progresses on schedule, within budget and completed by managing project personnel. 4.5.4. ARCHITECTURE ACTIVITIES The contractor shall provide technical expertise in the area of software architecture. Software architecture activities consist of managing strategic solution architecture plans and gathering and analyzing business requirements. Generating the highest (stakeholder) level of software requirements as well as cost and schedule, while ensuring consistency, completeness, correctness and validity for the software development lifecycle. 4.5.5. TESTING ACTIVITIES The contractor shall provide technical expertise in the area of software application testing. Testing activities consist of ensuring the product meets specified requirements, writing/updating test cases, and verifying user requirements are met (in terms of suitability, accuracy, security, understandability and operability) prior to delivery to production. 4.6. WEB DEVELOPMENT ACTIVITIES The contractor shall provide technical expertise in the area of web development. Web Development Activities consist of conducting maintenance, design, and development for public websites and internal web-based systems. Assisting in the definition of the future scope of AFRS websites and participating in implementation of its systems. Defining and documenting technical requirements, and implementing designs. Providing technical support for web-based content and managing all web sites. Maintaining web site documentation, site map diagrams, and logical flow charts to complement all developed systems. Maintaining incorporated databases and ensuring successful communication between systems and servers. Monitoring website performance and providing optimization when needed. Analyzing, developing and testing all maintenance and development requirements in support of AFRS web applications for AFRS in both Java 2 Enterprise Edition (J2EE) and Active Server Pages (ASP) environments. Designing and implementing web-based user interfaces and performing graphics design. Using the Air Force Portal to manage and maintain site and content management duties by direction of the Air Education and Training Command (AETC) Content Management office. Using the Air Force Public Information Management System (AFPIMS) to manage and maintain public website and related content management duties as required by the Air Force News Agency (AFNEWS) and by direction of the AFRS Public Affairs (PA) office. 5.0. CONTRACTOR PERSONNEL 5.1. PROGRAM MANAGER The contractor shall provide a Program Manager who shall be responsible for the performance of the work. The name of this person and an on-site alternate, who shall act for the contractor when the manager is absent, shall be designated in writing to the Contracting Officer. 5.2. The Program Manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The Program Manager or alternate shall be available during normal duty hours within 60 minutes to meet on the installation with Government personnel (designated by the Contracting Officer) to discuss problem areas. After normal duty hours, the manager or alternate shall be available within two hours. The Program Manager and alternate shall be able to read, write, speak, and understand English. 5.3. CONTRACTOR EMPLOYEES 5.3.1. The contractor shall not employ persons for work on this contract if such employees are identified to the contractor by the Contracting Officer (CO) as a potential threat to the health, safety, security, general well being or operational mission of the installation and its population. 5.3.2. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. Contractor employees shall wear name tags or badges to include full name and contractor company name. 5.3.3. The contractor shall make sure employees have the current and valid professional certifications before starting work under this contract as required by each position description. 5.3.4. The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest, violate DoD 5500.7R Joint Ethics Regulation Chapter 5, or violate any other Air Force regulation, instruction, or policy. 5.3.5. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of duty station, change in duty hours, and/or deployment. Military Reservists and National Guard members may be subject to recall to active duty. The abrupt absence of these personnel could adversely affect the contractor?s ability to perform; however, their absence at any time shall not constitute an excuse for nonperformance under this contract. 5.4. CONTRACTOR POSITIONS 5.4.1. Knowledge, Experience and Certifications: The contractor shall ensure all personnel have the knowledge, experience and certifications as indicated below and maintain currency with changes in DoD, Air Force and AFMA policy, procedures and direction. 5.4.1.1. Must have 2 years experience working DoD policies and procedures related to PWS requirements or comparable experience. 5.4.1.2. Intermediate knowledge and/or experience using Microsoft Office applications; i.e., Word, PowerPoint, Access, Excel, and Outlook are required. 5.4.1.3. Experience preparing, monitoring, controlling, and processing written and electronic communications from creation to final disposition is critical. 5.4.1.4. Must have working experience with word processing, spreadsheet, database, graphic presentation, web development, and electronic form applications.
