Description
Below are clarifications to the original solicitation. Along with some Questions and Answers. All quotes will now be due on Friday, 9 November 2007 at 2:00pm CST to (T)Sgt Adrew Peterson at adrew1.peterson@offutt.af.mil (Fax: 402-294-7280). Vendors who have submitted quotes are asked to resubmit based off of these clarifications: Installation must be included. The first two 100kVA PDUs and associated whips and circuit breakers must be delivered by 4 Jan 08. The remainder can be delivered incrementally between 4 Jan 08 and 29 Feb 08. The PDU count for 100KVA PDU?s is 22 Project Description: SiteScan Graphical Monitoring UNITS WILL HAVE TO REPORT TO THE POWERLOGIC SYSTEM, NOT LIEBERT SITESCAN SYSTEM. Project includes monitoring the following; 60 BCM devices providing remote monitoring for each PDU panel board. COUNT TO BE ADJUSTED TO ACCOMMODATE 22 100KVA, 3-PANEL AND 3 50 KVA 2-PANEL PDUS. (1) Site Scan Software, w/ unlimited user licenses DON?T NEED. (1) Network Module DON?T NEED. (4) Temperature Sensors (These are part of system) DON?T NEED. (1) ARC Net Wire (2000+ ft) THIS WILL STILL BE NEEDED! (1) Software and Hardware Installations THIS WILL STILL BE NEEDED! ? FOR HARDWARE (1) Pulling of wire, terminations, setup of BCM units (Based on units being on raised floor) THIS WILL STILL BE NEEDED! (1) Two custom Graphics, Floor Plans (2-3), Alarming setup, System Commission AFWA/SEMS WILL BE RESPONSIBLE FOR THIS. (1) Emails notification of alarms, paging, etc THIS WILL BE A FUNCTION OF THE POWERLOGIC SOFTWARE SO IS N/A HERE. (1) 1 YEAR WARRANTY ON HARDWARE (Covers Labor & Hardware) THIS WILL STILL BE NEEDED! The above wiring will be run under the raised floor, not in conduit. 120V UPS power will be required at the panel (customer provided). ALL PDUS ARE FED FROM UPS POWER. Branch Circuit Monitoring; (1) Provide Branch Circuit monitoring and logic for 60 panelboards THIS WILL STILL BE NEEDED! (1) Installation of BCM's to PDU panels THIS WILL STILL BE NEEDED! (1) Setup, programming THIS WILL STILL BE NEEDED! ? BUT WE HAVE THE ISSUE WITH MILLER ELECTRIC?S WARRANTY THAT HAS TO BE SETTLED/COORDINATED The BCM units will be installed in the PDU units, before power is applied to PDU's. The pricing is for 60 panel boards. THIS WILL HAVE TO BE ADJUSTED AS REQUIRED. "Equal to" equipment may be acceptable provided it meets all requirements. Any "equal to" submissions must be received by 9 November 2007 at 9:00am CST in order to be approved by the end-user for acceptability/compatibility. The PDUs are to be provided with integrated branch circuit monitoring equipment that can communicate on an RS-485 Modbus network with a computer running PowerLogic System Manager software. The top-level PDU monitoring dataset must report remotely over the same Modbus link. Q&A's 1. Are drawings detailing the installation including required wire methods, wire sizes and conduits available? If they are referring to the actual power feed, the conduit is run already to each associated junction box. The PDU contractor will need to provide the input "whip" from the junction box to the PDU. 2. Is a specification available outlining the minimum required features of the Power Distribution Units? Isn't this in the solicitation? 3. Is the Branch Circuit Monitor (BCM) required to be certified as a native Powerlogic device? Example would be a device that does not required custom programming for integration into Powerlogic SMS. 4. What communications protocol is required for the BDM? ?? 5. What wiring configuration and devices will be required for the BCM communications? ?? 6. What remote monitoring features are required? PowerLogic integration. 7. What is the function intended for the ARC Net wire? ?? 8. Are alarming and communications wiring required? If so, is a drawing available? Integration into the PowerLogic solution. 9. What is the date requirements for the first two PDUs after receipt of order? Would prefer them aligned with BOD receipt or shortly thereafter. 10. Who is responsible for providing & installing conduit and wire from the UPS to each PDU? If you are referring to the actual power feed, the conduit is run already to each associated junction box. The PDU contractor will need to provide the input "whip" from the junction box to the PDU. 11. Who is responsible for energizing the PDUs? The awarded PDU contractor. 12. Who is responsible for the PowerLogic programming and testing? Sustainment contractor. Needs to be coordinated between AFWA and Miller Electric on how modifications will be made during the warranty timeframe. After the warranty period, the sustainment contractor will conduct the programming and testing. 13. Who currently supports the PowerLogic system? It will be delivered to the support contractor upon MILCON completion for sustainment but the warranty is through Miller Electric. 14. Is it under warranty or a service contract? Yes. If so ? who is the POC? Miller Electric 15. What are the site access requirements and conditions?, (work hours, clearances, etc..) Normal operating hours 8 - 5pm. No clearance required, escort will be provided or unfettered access will be given for the performance of the installation. 16. Is there sufficient space on site for staging of equipment, tools, PDUs, and material? Yes. ***************************************************************** This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Sub Part 12.6 as supplemented with additional information included in this notice. All others can be delivered incremently between 4 Jan 2008 and 29 February 2008. Delivery and timing details will be discussed after an award has been made.
