Description
The Marine Corps College of Continuing Education (CCE) has a requirement for a Distributed Learning (DL) content developer who can evaluate, analyze, design, develop, revise, convert, implement, manage and deliver effective electronic courseware and related products on an individual Delivery Order (DO) basis. The Contractor shall utilize Shareable Content Object (SCO) or other software development activities as appropriate for the development of Web-delivered, asynchronous, self-paced distance learning, including but not limited to Interactive Multimedia Instruction (IMI) courseware and electronic performance support tools. The Contractor shall develop multiple variants of learning modules, courses and performance support tools that integrate into the existing USMC enterprise network and MarineNet Learning Management System (LMS) environments. Because the content of a CCE course may change, the CCE must be able to make content changes without the assistance of the C ontractor. The CCE may also direct the Contractor to make content changes. The Contractor shall also perform assessments, including but not limited to, Front End Analysis (FEA) and make curriculum and technology recommendations. Finally, the Contractor shall support project meetings and performance reviews. The CCE, together with Sponsors of Marine Corps training and education programs, develop innovative solutions that increase readiness by providing appropriate learning opportunities to the individual Marine and small units, anytime, anywhere. To this end, the CCE is responsible for performing an FEA to identify existing and applicable electronic instruction; ascertain the viability of asynchronous, self-paced, Web-delivered IMI as a whole or partial solution to a critical need within the Marine Corps training and education continuum; and determine the potential of new electronic instruction for subsequent re-use. CCE uses FEA results to guide the design, development, implementation and lifecycle maintenance of IMI, Web-based assessment and evaluations, and other supporting Web-based training and performance support technologies. The CCE also manages the Marine Corps Distance Learning Network (MarineNet), which hosts, delivers and tracks all USMC Web-based courses. A Pre-Proposal Conference for this Courseware Development (CoDe) program is scheduled at Quantico, VA on 14 December 2007 from 0900 ? 1200 in the General Alfred M. Gray Research Center, Building # 2040, at the Quantico Marine Corps Base in Quantico, VA. (G4 on grid) All interested vendors and DoD contractors must RSVP for this event and provide your name and company/organization, name of participants, and e-mail address to Sandi Brubaker (sandi.brubaker@usmc.mil) and John E. Lynch (john.e.lynch2@usmc.mil) by 11 December 2007. Each company is restricted to three (3) attendees at the pre-proposal conference. The RFP (M67854-08-R-8008) and any subsequent amendments/information will be provided via electronic means at NECO. It is anticipated that a draft RFP will be posted by 11 December 2007. This is not a request for proposals or a guarantee of forthcoming solicitation. It should not be construed as a commitment of any kind by the U.S. government to issue a solicitation. Any information provided to the Government in response to this RFI will become USMC property and will not be returned. All proprietary or classified information will be treated appropriately. All potential offerors desiring to be placed on the contact list for this procurement and/or attending Pre-Solicitation Conference are requested to submit a written response within 30 days after publication of this notice.
