Description
The National Training Center Acquisition Command issues this Sources Sought in an effort to obtain market information regarding business type, size, and capabilities. This information will be used in the formulation of the acquisition strategy for th is requirement. A fixed price contract is contemplated. A solicitation for the supply and delivery small single-story and two-story structures will be issued shortly. The total amount of structures are estimated approximately 120 strucrues in a combinati on of single story and two story structures. The said structures are to be delivered to a pre designated location in the training area located 10-20 miles from the cantonement area at Fort Irwin California. PERFORMANCE WORK STATEMENT 30 November 2007 TITLE: Single and Two Story Small Search Structures 1. Purpose. The purpose is to provide multiple small search structures to be used for training at the National Training Center (NTC), Fort Irwin, CA. The location of these structures shall be at various locations outside of the cantonment area. The str uctures shall be pre-fabricate / pre-engineered and placed on non-permanent foundations on site at the NTC. The objective is to enhance the training environment at NTC by replicating small Iraqi-like structures that can be easily moved, thereby allowing t he NTC to quickly adjust to any change in the Iraqi scenario. 2. Types of Requirement. The contractor shall provide single story and two-story small (20 x 20) structures. Some structures shall also contain optional accessories such as courtyards, kitchen & bathroom counters/fixtures, and small hiding places or c aches. 3. Specific Requirements. 3.1. The structures shall be designed by a licensed structural engineer as per the contractors engineered drawings. 3.2. The structures shall meet all local and federal (OHSA) safety requirements. Fort Irwin is located in a seismic zone four and can have winds in excess of 70 miles per hour where these structures will be placed. 3.3. All structures shall be pre-engineered and prefabricated at the contractors facility. The contractor shall deliver the structures to the training site at the NTC and finish the emplacement and assembly on-site. Since each structure shall be placed on a non-permanent foundation, they shall be capable of being moved by the Government to other sites. 4. Single Story Structures. 4.1. The single or one-story structures shall have minimum floor space dimensions of 20-0 x 20-0. The structure shall consist of interior and exterior walls with a flat roof and an exterior staircase attached to the building that leads to a flat roof with a parapet. The interior of each structure shall include a minimum of three rooms. Each structure shall have two exterior doors and a minimum of two windows. 4.2. Exterior. The exterior fa?ade shall have a stucco-like appearance that will be durable enough to withstand the harsh desert environment. The color of the exterior fa?ade shall blend into the desert environment. 4.3. Roof. In Iraq, the roof is often used as a place to sleep in the extreme summer months. The roof on these structures shall be waterproof and have the same load bearing requirements and capacity as the floor. The roof shall be flat with a slight pi tch that will allow for drainage away from the structure. A 42 inch high parapet wall shall be installed around the perimeter of the roof. To gain access to the roof, an external stairwell shall be affixed to the exterior of the structure. 4.4. Floors. The floors shall be constructed so that they are durable enough to withstand constant foot traffic from soldiers and civilians. Sub-flooring shall be painted or have a coating to simulate concrete. No finish floor covering is required. 4.5. Walls and Ceilings. The walls and ceilings shall have a durable sheathing equivalent to ? inch plywood with a painted finish. All interior walls sh all have a painted-like durable finish. No window casing or door casings are required. Baseboards, crown molding, wainscot molding etc. are not required. 4.6. Doors. Each structure shall have two exterior doors that are solid core or steel. Normally the doors are rabbited to marry the door frame; therefore, no door stop or door casing is required; only a frame and door. Exterior doors, front and back, s hall have a weather resistant finish. All doors shall be provided with door handles and frames. 4.7. Windows. Each structure shall have a minimum of two windows. Windows shall be placed above eye level and shall be of a rectangular configuration. The windows shall have a plexiglass-like, shatterproof material instead of glass and shall be clear e nough for a Soldier to see through. Window frames shall be primed and painted. 4.8. Electrical. The structure shall be wired with a grounded 60 Ampere, nema 3R, panel box to the exterior of the structure. Main breaker and circuit breakers shall be bolt-on in lieu of snap-in. The panel box shall be equipped with a pin and sleeve or cannon plug to allow the structure to be powered by a generator. The Contractor shall not provide a generator. All electrical devices shall be wired in wire mold and surface mounted. Receptacles and switches shall be surface mounted to walls. The struc ture shall have a minimum of one light fixture and two electrical outlets placed on opposite walls. 5. Two-story structures. 5.1. The two-story structures shall have minimum first floor space dimensions of 20-0 x 20-0. The structure shall consist of interior and exterior walls with a flat roof. An internal staircase shall lead from the first floor to the second floor. An exterior staircase attached to the building shall lead from the second floor to a flat roof with a parapet. The interior of first floor shall include a minimum of three rooms. Each structure shall have two exterior doors and a minimum of two windows on the first floor. The interior dimensions of the second floor shall be smaller than the first floor to accommodate a second floor balcony and the stairwell leading to the roof. The interior of the second floor shall have a minimum of two rooms. The secon d floor shall have at least two windows and one external door providing access to the roof staircase. 5.2. Exterior. Same as paragraph 4.2. 5.3. Roof. Same as paragraph 4.3. In addition, the second floor balcony shall also contain a 42 inch high parapet wall. The external staircase shall lead from the second floor balcony to the roof. 5.4. Floors. Same as paragraph 4.4. 5.5. Walls and Ceilings. Same as paragraph 4.5. 5.6. Doors. Each structure shall have two exterior doors on the first floor and one exterior door on the second floor leading to the balcony that are solid core or steel. Same as paragraph 4.8. In addition to the minimum of one light fixture and two electrical outlets on the first floor, the second floor shall also contain a minimum of one light fixture and two electrical outlets placed on opposite walls . . 6. The single and two-story structures may also contain one or more of the following optional accessories. 6.1. Courtyard. The structure shall include a courtyard that extends at least six feet from the front of the structure, with a width equal to the structure. The wall for the courtyard shall be the same exterior fa?ade as the structure. The height of the wall shall be above eye level, and the wall must be able to support the weigh t of a 250 pound soldier. The wall shall also include a double door 48 wide gate. 6.2. Kitchen. One of the rooms on the bottom floor of the structure shall include an area for a kitchen. The kitchen shall contain a counter top with cabinets. The cabinets shall be basic, nothing elaborate. The counter top shall be equipped with a ki tchen sink and faucet. Note: The sink and faucets are only props. No running water or drainage is required. 6.3. Bathroom. One of the rooms on the bottom floor of the structure shall include an Eastern style (Iraqi-style) bathroom or restroom. The bathroom shall be equipped with a simulated concrete shower space (i.e. water closet) with faucet, a sink, and a n eastern-style toilet. The sink shall be attached to a wall and shall have a faucet with rough plumbing. The faucets, shower area, and toilet are only used as props and do not require running water or functional plumbing. 6.4. Caches and/or hiding places. The structure shall consist of at least three caches, accesses, or hiding places. These hiding areas may be used in the training scenario to hide weapons, contraband, money, or any other valuable items. The accesses or hides shall be required in the floors, in the walls, under the staircase, behind the kitchen cabinetry, or other places. Each structure requiring these hiding places should be designed differently and contain different types of hiding places, so the sold iers searching these structures are not able to memorize a pattern. The Government may further make these hiding places more indiscrete by covering them with rugs, pictures, etc. Fort Irwin is located in the Mojave Desert Approximately 37 Miles out side the city of Barstow California. This is a market survey and any interested party must submit in writing company name, business size, socio-economic designation, GSA Contract or othe r contract vehicle information if applicable, and any literature demonstrating the company capabilities no later than 07 December 2007 for consideration.
