- Description
- The National Oceanic and Atmospheric Administration (NOAA), Office of Acquisition & Grants Office, Eastern Region Acquisition Division, Norfolk, VA is seeking qualified sources to provide administrative and logistical support for NOAA?s Coastal Management Fellowship program. The contractor will be responsible for administrative support for each fellow to include payment of an annual salary; arrangement for and support of medical insurance, worker?s compensation insurance, state and federal income tax withholdings, FICA withholdings, annual and sick leave; reimbursement for professional development travel, professional development training and textbooks, relocation, and necessary site visits. The contractor shall also be required to coordinate state match contributions, serve as a reviewer in the state project and fellow finalist selection, publicize the program, provide a qualified representative to attend several meetings per year, and provide a course on professional development and career planning for selected fellows. The anticipated cost reimbursement contract will have a 12-month base period with four, 12-month option periods. A Request for Proposal (RFP) solicitation will be available on or about January 8, 2008 through the Government?s website at http://www.fedbizopps.gov/. The estimated due date for proposals is February 8, 2008. This request for proposal requires separate technical and cost proposals to be evaluated for award. Competitive proposals will be evaluated based on the following evaluation factors, listed in descending order of importance: Technical Approach, Past Performance, and Management Approach. Cost will be evaluated but not rated. Technical factors are significantly more important than cost. The government intends to award a single contract resulting from this solicitation to the responsible offeror whose proposal represents the best value after evaluation in accordance with the factors in the solicitation. The applicable NAICS code for this acquisition is 541990 with a size standard of $6.5 million. All contractors must be registered in the Central Contractor Registration (CCR), www.ccr.gov, to be considered for award of a Federal contract. Interested parties should use the FedBizOpps register to receive notification feature which provides notification when the RFP becomes available for download and all postings associated with the solicitation.
