Description
Naval Air Systems Command (NAVAIR) intends to award a contract for the manufacture and assembly of Consolidated Automated Support System (CASS) Operational Test Program Hardware (OTPHs). These hardware sets will allow the Navy to use CASS to support the Weapon Replaceable Assemblies (WRAs) and Shop Replaceable Assemblies (SRAs) that are currently supported on the ARM-146/ARA-63 system. This procurement will be conducted as a small business set aside; the NAICS Code is 334519 and the size standard is 500 employees. NAVAIR is contemplating a Firm Fixed Price (FFP) contract with a performance period of approximately 24 months. The contract will provide for the fabrication, manufacture, assembly and static testing of a minimum of fifty (50) OTPHs. The following will be some of the key evaluation factors: 1) Past performance in similar work and of similar complexity; 2) management approach and production quality, 3) a demonstrated ability to begin production with minimum lead time after award and to support a consistent production rate to support NAVAIR's schedule. A Technical Data Package (TDP) that defines all efforts will be provided with the solicitation. The tasks should be interpreted as a "build to print" effort. Responses are requested within 15 days of the date of this notice.
