- Notice of Intent: The Bureau of Reclamation intends to negotiate on a sole source basis with Qwest Government Services, Inc., to acquire services for DS3 Circuit for a base and four option years. The OC-12 cabinet and equipment is currently in place. The Product Description is as follows: FHKGX, CO Port-DS3, Quantity 5, (Central Office DS3 Ports) FQ5OU, COCC, Quantity 5, (Central Office Cross-Connects) FHLGX, Remote Port-DS3, Quantity 5, (Remote DS3 Ports) FC5, CO Node, Quantity 1, (Central Office Node) FP5, Remote Node-BOR, Quantity 1, (BOR Node, OC-12 Cabinet??) 1YFM2, Fixed Mileage-DS3, Mileage 1, (total miles) 1YFM2, Variable Mileage-DS3, Mileage 5, (total miles) FMC31, CO Mux, Quantity 2, (Central Office Mux; Denver, Lakewood) It is the Bureau of Reclamation's understanding that Qwest is the only provider of this service; therefore, it is in the best interest of the Government to continue with the services of Qwest Government Services, Inc. Any firm that believes it can furnish the items described above is encouraged to give written notification to the Contracting Officer. Supporting evidence must be furnished, in sufficient detail to demonstrate the ability to comply with the above requirements. All responses received by 4PM (MST) December 6, 2007 will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail: kgomez@do.usbr.gov. Responses should include the firm's business size [e.g. small business, other than small business] in accordance with the size standard: $23 million for North American Industry Classification System (NAICS) Code 518210.
