Description
A MARKET SURVEY is being conducted to determine if there are adequate HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors for the following proposed project: Two Phase Design and Construct an Armed Forces Reserve Center (AFRC) loca ted in Snohomish County, Everett, WA. Primary facilities include construction of an AFRC training building, Organizational Maintenance Shop (OMS), unheated storage building, and organizational parking. Buildings will be of permanent construction with HVAC systems, plumbing, mechanical systems, security systems, and electrical systems. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include land clearing, paving, fencing, gene ral site improvements, and extension of utilities to serve project. Physical security measures will be incorporated into design including maximum standoff distance from roads, parking areas, and vehicle unloading areas. Berms, heavy landscaping, and bollar ds will be used to prevent access when standoff distances cannot be maintained. Accessibility for the disabled will be provided. Comprehensive building and furnishings related interior design services are required. Air Conditioning (Estimated 197 Tons). Contract duration is 720 days and estimated cost range is between $24,000,000 and $28,000,000. NAICS is 236220. Construction range is $25,000,000 - $100,000,000. 20% of the work is to be self-performed. Estimated Advertisement date for Phase I is 16 Jun e 2008. All interested HUBZone, 8(a), or Service Disabled Veteran Owned Business contractors should notify this office in writing by mail on or before December 7, 2007, 2:00 pm, Eastern Time. Responses should include: (1) Identification and verification of the company to be certified by the Small Business Administration as a HUBZone, 8(a), or Service Disabled Veteran Owned Business, (2) A letter from the bonding agency indicating performance and payment bonds approval for the project in the dollar range listed above ($25,000,000 to $100,000,000), (3) Past Experience - Provide descriptions of projects substantially complete or completed within the last five years which are similar to this project in size, scope, and dollar value. Projects considered s imilar in scope to this project include office complexes, schools, vehicle maintenance shops, and warehouses. With each project experience provided, include the date when the project was completed or will be complete, location of the project, contract amou nt and size of the project, the portion and percentage of work that was self performed, whether the project was design/build or not, and a description of how the experience relates to the proposed project. NOTE: If qualified SBA HUBZone certified, or SBA 8(a) certified, or SDVOSB contractors do not provide satisfactory responses, this planned contract action will be approved for full and open competition.
