- Request for Information (RFI) for Comp B Replacement for Mortar Cartridges 7 November 2007 General Information Contracting Office Address Description The JM&L LCMC Acquisition Center, Picatinny Arsenal, NJ is conducting a Market Survey for an insensitive munitions (IM) direct replacement of Composition B (Comp B) in mortar ammunition. This request for information is for planning purposes only; this not a request for Quotations or Proposals. No solicitation document exists and formal solicitation may or may not be issued by the Government as a result of the responses to the Market Survey. The Government will not be liable for payment of any response preparation expenses. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. All interested firms that possess the capabilities and capacities addressed herein are encouraged to respond to the notice by providing the information specified below, on or before 1700 hours on 17 DEC 2007. Responses to this Notice should be unclassified. Sources responding to this notice should indicate whether or not they are a small business. Responses shall be sent to mrmason@us.army.mil. The U.S. Army JM&L LCMC is continuously seeking the capability to supply the warfighter with safe and effective munitions. Toward that end, a replacement for Composition B is sought that would have the capability to: (1) meet or exceed current IM standards for cook off, sympathetic detonation, bullet impact, fragment impact, and shaped charge impact in all caliber mortar HE ammunition (2) be available in at least a 300 pound quantity for evaluation in the 120mm mortar cartridge by the Government (3) be producible in quantities of over 1 million pounds per year in the NTIB by 2009 with minimal or no facility investment and (4) have a projected production unit (per pound) cost less than $20US. Interested parties responding to this notice should have current or imminent capability for developing, optimizing, and producing explosives on at least a pilot scale. Interested parties possessing the qualifications outlined above are requested to provide an unclassified white paper describing at a minimum: (1) corporate capabilities, past and current relevant performance information, available facilities and assets capable of explosive production, current or potential production rate, identification of risk and associated risk mitigation plans, and a list of relevant production procedures and test currently in use. (2) Minimum technical documentation for the subject explosive is to include basic physical, chemical, thermal characteristics, hazard properties, and performance properties. An indication of data rights should also be made. The name, telephone number, fax number, street address, and e-mail address of the points of contact should be included. Reference note 26.
