- Under the authority of FAR 6.302-1, the US Army Research Development and Engineering Command (RDECOM) Acquisition Center, Natick Contract Division (NCD), Natick, MA, in support of the Naval Health Research Center - Detachment, Directed Enegy Bioeffec ts Laboratory (NHRC-DET DEBL), Brooks-City Base, Texas, intends to award a Firm Fixed Price contract to Texas Center for Applied Technology, Texas Engineering Experimental Station (TEES), Texas A&M University System, TEES State Headquarters Building, 1470 William D. Finch Parkway, College Station, Texas 77845-9394, U.S.A. on the basis of other than full and open competition. This acquisition involves research and development in the area of human muscular-incapacitation without causing injury and is design ed to research and better understand the physiological and cognitive effects associated with less-than-lethal conducted energy device exposure. Due to the intended contractors collaborative research in an Education Partnership Agreement called Directed E nergy Bioeffects Institute, and their participation in the development of a one-of-a-kind synergy with DoD Electromagnetic Radiation Bioeffects Research Laboratories and Texas A&M University, they are uniquely qualified to fulfill the specific requirements of this initiative.
