Description
The Directorate of Contracting, Fort Campbell, Kentucky intends to establish multiple Blanket Purchase Agreements (BPAs) with contractors for construction requirements. Number of BPAs to be established is estimated at ten (10); however, the Governme nt has the right to establish more than or less than ten agreements, if determined to be more advantageous to the Government. Also, the government has the right to establish agreements for specific construction disciplines such as mechanical and/or electr ical. Construction type work to be provided under these agreements will consist of general construction, mechanical, and/or electrical type work. The magnitude of the BPA Calls will be between $25,000 and $100,000. All calls/awards made under the agree ments will be firm fixed price. Each call under the BPA will be scoped individually in accordance with individual statements of work. All work under these BPAs will be subject to the Davis Bacon Act and applicable wage determinations will be incorporated into established BPAs and any resulting BPA calls. The contractor shall be capable of providing all labor, equipment, supplies/materials, supervision, and quality control to perform a variety of construction requirements. Acquisition is 100% set aside f or Hub zone, 8(a), and Service Disabled Veteran 'Small Business Concerns'; multiple agreements will be established. NAICS is 238 and its subcodes/$13 Million. BPAs will only be established with contractors that are found to be technically acceptable. Th e following criteria will be used in the source selection evaluation process to determine technical acceptability. To be technically acceptable an offeror must pass each criterion. Technical acceptability criteria are: (1) Offeror shall have sufficient bonding capacity; (2) Offeror must demonstrate 'low' performance risk for both execution of work and safety; and (3) Offeror shall have relevant construction experience. Therefore, offerors must submit the following information: bonding capacity, past pe rformance information with a minimum of two (2) points of contact, and construction experience which shows a minimum of 10 construction projects within the past five (5) years; experience listing shall include a description of work performed. Responses ar e due not later than 17 December 2007, 2:00 PM CST to Directorate of Contracting, Building 2176, 13 1/2 Street, Fort Campbell, Kentucky 42223-5334. Please do not send information via facsimile. Any responses received after this time will not be consider ed for an agreement. There will not be a solicitation issued for this action.
