- The following are vendor questions and the Government's answers: 1. QUESTION: Can you send us some guidelines on work to be done? The Scope is not clear and how do you want us to breakdown the prices? ANSWER: Please see pages 6-25. Please submit your pricing in the Services/Supplies and Prices/Costs. Pricing is by type of waste, size, and estimated annual quantity. Please see pages 26-29. Please see Scope of Work for work requirements. 2. QUESTION: We need to know, are we performing the lab packaging and then transporting and disposing them? ANSWER: Please see page 6. "The Contractor shall furnish all necessary labor, equipment and material to package, transport and dispose of Hazardous Waste in accordance with all terms and conditions as set forth, for the Department of Veterans Affairs Medical Center, 508 Fulton Street, Durham, NC, 27705 as specified herein." Please see page 28. " . . . The estimated annual quantities of chemicals for disposal may vary. Payment will be based on the price/unit provided by the Contractor and the number of drums of that waste stream packaged, shipped, and disposed of. Cost of transportation, materials, employee PPE, labor during travel time, etc. shall be covered in the unit pricing." 3. QUESTION: Is it a daily services for person to be there is is it to be an " ON call " services? ANSWER: Please see page 26. "Approximately 4-6 pick-ups per year are anticipated to be scheduled each year on dates that meet the requirements of applicable EPA regulations and the needs of the Department of Veterans Affairs." 4. QUESTION: Are we to supply all packaging materials or are we to provide you receipts and then allowable mark up for boxes, pails, drums, etc.? ANSWER: Please see the Answer to Question 2 above. 5. QUESTION: Are we supplying labor or labor and material to provide services at the site or disposal of waste is included in the cost? ANSWER: Please see the Answer to Question 2 above. 6. QUESTION: If you want us to provide fix price contract than we need to include subcontractor's qualification with ours. ANSWER: Each vendor should provide subcontractor qualifications in their technical proposal. 7. QUESTION: Are you looking for us to provide only onsite services of labor and you need our qualification package for it? ANSWER: Please see page 47. Each vendor should submit a proposal that addresses technical capability, past performance/prior experience, and cost. 8. QUESTION: OUR COMPANY DOES NOT HANDLE EXPLOSIVES. IF WE DO NOT QUOTE ON THE STABILIZATION OF THE EXPLOSIVES WILL OUR BID STILL BE ACCEPTED? ANSWER: There is no requirement for the use of explosives in the Statement of Work (SOW) (please see pages 26-29). 9. QUESTION: Where do we deliver our proposal and how late will someone be at this office? What is the performance address? ANSWER: Proposals may be mailed or hand-delivered to the following address: Department of Veterans Affairs VA Mid-Atlantic Health Care Network 301 W. Morgan Street, #700 Durham NC 27707 There will be someone in the office until 5 p.m. everyday.
