Description
PRESOLICITATION IS AMENDED TO READ: ARCHITECT ENGINEER (A/E) SERVICES: Furnish A/E services for the complete design, including construction period duties, of Project No. 526-07-112 Replace Air Handling Unit (AHU) for Animal Research Facility at the James J. Peters VAMC, Bronx, New York. James J. Peters VAMC is seeking qualified AE firms for award of a Firm Fixed Price AE Contract to perform the AE Services outlined herein. The design of HVAC systems and the work site environment for Animal Research Facilities is a highly specialized field, and it is integral to animal housing areas. During any renovations containment/exclusion, temperature, humidity and relative room pressure must be maintained in accordance to all applicable federal laws, VA regulations, PHS policy, Accreditation standards as well as bio-safety levels and usage. The design criteria must also include noise and vibration level criteria as excessive noise and vibration (sound inside and out side the range of human hearing) can have detrimental effects on the animal colonies housed in the facility. The Air handling systems must be capable of delivering highly filtered non-re-circulated air, maintain temperature controls within 2 degrees of set points, humidity controls within 5% of set point at the room level. Additionally these systems must be capable of providing air to individually ventilated caging systems and containment cubicles. Design to include equipment specifications, heating, ventilation and HVAC, fire protection, architecture, structures, plumbing, electrical, critical path, value engineering, energy conservation and estimating. We are looking for an A/E firm with previous experience in designing research animal housing space. Copies of VA publications are available upon request from VA Engineering or on the internet at www.gov/facmgt/standard/va Estimated A/E cost is between $100,000 - $250,000. Design must meet all applicable and most current federal and state codes/requirements, i.e.: OSHA, EPA, DER, NFPA 101, JCAHO, AHERA, NESHAPS, NFPA, ASTM, UFAS. The architect-engineer will make site visits as necessary to survey existing conditions as required to determine existing as-built conditions affecting this project. A/E shall field verify all dimensions, wall layouts, etc. A/E shall field verify every aspect that relates to the project. A/E shall coordinate visits with the Project Engineer. A/E must be proficient in the use of AutoCad 2008 and have access to Microsoft Word 5.0 or higher. The NAICS (North American Industry Classification System) code for this project is 541310. Business size standard is $4.5 million. A/E contract award is anticipated in Dec. 2007. The construction cost range for this construction project is between $1,000,000-$2,000,000. Selection criteria will be based on: (1) Specialized experience and technical competence in the type of work required, including experience in designing HVAC systems for research animal housing facilities, (2) capacity to accomplish the work in the required time, (3) specific experience and qualifications of personnel proposed for assignment of this project, and (4) past performance on contracts with government research facilities, (5) maintaining project schedules and project budgets, and (6) cost control effectiveness. This is not a RFP. The firm should be balanced with a multidisciplinary organization. SUBMISSION REQUIREMENTS: All interested firms are required to submit two completed copies of their standard forms (SF) 330 Architect Engineer Qualifications form to the Contracting Officer, address shown above on or before December 10th, 2007 by 03:30 P.M. local time.
