Description
NASA/ARC has a requirement for Pulsed LED lamp emitting at 390-410 nm with pulse widths down to 5 microsec and optical output at least 2 Watts CW equivalent. Intended for illumination of wind tunnel models coated with pressure-sensitive paint. These items were originally posted under competitive synopsis / solicitation NNA07212044Q with two awards, one to Lightspeed Technologies (Lightspeed) and the other to Innovative Scientific Solutions, Inc (iSSI). NASA/ARC intends to purchase one additional lamp from each company: Lightspeed item description: UV LED driver and optics HPLS-76AD15-Kit including OH-76-0.5 optics module and an additional optics module OH-76-0.1; iSSI item description: LM2XX-400 LED lamps, short pulsed package and DC / long pulsed drive for LM2XX Since the original solicitation, we have determined that our current wind tunnel test program will require more pulsed UV light. This need can be met by purchasing one additional lamp from each vendor. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified points of contact not later than 12:00 p.m. local time on November 26, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
