- This is not a solicitation, but a notice of Contract Action. The Naval War College, Contracting Division (Code 0072), intends to award a sole source Firm-Fixed Price-Level of Effort (FFP-LOE) contract to Dr. Vali Nasr. Dr. Nasr will provide subject matter expert/mentor service. He will provide expert service in the Greater Middle East Elective Area of Study (AOS). Dr. Nasr will (1) serve as the mentor for a series of three, 3-hour colloquia with students enrolled in the AOS. (2) Meet with faculty for purposes of faculty and curriculum development. (3) Meet with students enrolled in the AOS for purposes of enhancing their regional expertise and cultural awareness of the Greater Middle East. (4) Prepare a scholarly article suitable for publication in a respected professional journal. Under the authority of UAC 2304 (c) (1) pursuant to FAR 6.302 (2)(b)(1)(i), the property or serviced needed by the agency are available from only one responsible source or only from a limited number of responsible sources an no other type of property or services will satisfy the needs of the agency. A determination not to complete this proposed contract is based on market research and is solely within the discretion of the government. The announcement is not a request for competitive quotations. Inquires should be directed no later than 1:00 p.m. (EST), 28 November 2007, referencing N00124-07-Q-0099, to Ms. Kathie Curran, Contracting Officer at kathie.curran@nwc.navy.mil. The government will review all responses and without prejudice. Information received in response to this notice will be considered solely for the purposes of determining whether to conduct a competitive procurement. The NAICS code for this procurement is 541990, and the small business size standard is $6.5 million.
