REQUEST FOR INFORMATION General Information Document Type: Presolicitation Notice Posted Date: 21 November 2007 Reply Suspense Date: To POC NLT 14 December 2007 Contracting Office Address Information Technology, E-Commerce & Commercial Contracting Center (ITEC4) Army Contracting Agency (ACA) Hoffman Building 1, 2461 Eisenhower Ave Alexandria, Virginia 22331-1700. Description The Department of Defense through its Lean Six Sigma (LSS) Program Office is seeking market capability information on industry solutions to meet a potential need for a web-based project tracking capability. The DoD is composed of nearly 20 Office of Secretary of Defense Staff elements with subordinate staff sections, the Joint Staff and its associated directors, 17 Defense Agencies, 11 DoD Field Activities, 10 Unified Commands, and the three Military Departme nts including subordinate staff sections and commands that operate across the world. The DoD operates across all functional areas including but not limited to Human Resources, Intelligence, Operations, Logistics, Transportation, Financial, Information Tec hnology, Installations and Environment, Research, Development and Technology, Testing, Policy, and Healthcare. Accordingly, the DoD LSS Program Office is seeking market capability statements, no longer than 15 pages in length, which provide insight into commercial capabilities to enable visibility and alignment of improvement efforts across the DoD enterprise using web-based tools. Areas of focus are the ability of product(s) to address: 1) strategic linkages between organizational objectives and improvement projects, 2) organization management via a strategic value hierarchy, 3) executive visibility of status, ben efits, risks, savings and top-down driven metrics, 4) manageable and configurable templates based on best practice methodologies (.e.g Lean Six Sigma, Project Management, Change Management), 5) ability to set and track metrics for both financial and operat ional factors that portray our enterprise key performance indicators to effectively measure outcomes, 6) role based division of labor that allows leaders the ability to define what information is accessible to specific users, 7) project management tools th at enable milestone review upon creation of project charters and templates, 8) ability to collect, rank prioritize improvement projects based on risk, reward, importance, and strategic value, 9) sharing of ideas, best practices, issues, online discussion, knowledge management, lessons learned, 10) document management and risk management, 11) scalability, 12) training management, 13) user and administrator tool training, 14) timeline and resources required to implement tool onto DoD networks, and 15) hardw are and software infrastructure required to operate tool in test, development, production, and recovery conditions, 16) help desk / customer service approaches. The information received and results of the analysis will assist the Government in releasing a Request for Proposal with a clear Statement of Objectives. Responses should include estimates of skill mix and level of effort required to support a web-based p roject tracking capability. The Governments objective is to pursue more efficient and cost effective use of web-based tools to support the LSS Program Office.
