Federal Aviation Administration (FAA) Screening Information Request (SIR) No. 1 DTFAAC-08-R-00466 The Federal Aviation Administration has a requirement for direct supply natural gas and associated supply management services to support the needs of the Mike Monroney Aeronautical Center (Center) in Oklahoma City, Oklahoma. This SIR commences the first phase of the procurement process with an invitation to submit pre-qualifying information that will enable the FAA to down select qualified firms capable of providing an uninterruptible firm supply of natural gas on a daily basis from whom to solicit offers. Only those firms who successfully pass the prequalification down select process will be allowed to participate in the second phase of this procurement. The FAA reserves the right to add other sources which meet the criteria stated herein. In the second phase of this procurement, qualified candidates will be provided an opportunity to respond to a Request for Offer detailing the specific terms and conditions of the proposed contract. Contract award will be made to the qualified party offering the lowest overall cost to the Government. I. DEFINITION OF NEED: The requirement is for the purchase and supply management of natural gas supplies to be delivered into the Oklahoma Natural Gas Company (ONG) pipeline system for redelivery to the FAA, Mike Monroney Aeronautical Center, Oklahoma City, OK. The FAA, through execution of a Gas Transportation Agreement with ONG, will arrange and pay for said delivery of such gas through the ONG pipeline system to the FAA. Said gas supplies shall meet the pressure and quality requirements of the ONG transportation tariff as well as all local, state and federal regulations. The FAA anticipates awarding a firm-fixed price contract with summer and winter pricing for the period estimated to begin on March 1, 2008 and continuing through September 30, 2008. The Center's requirement is currently estimated at 9,000 Dth with an estimated maximum daily demand of 1,000 Dth (historical consumption data dating back to October 2004 is included in Attachment 1 to this SIR). II. REQUEST FOR INFORMATION: Interested parties must submit the following specific information which will be used to down select qualified companies. Documentation must be provided to substantiate any statement of fact. The FAA reserves the right to contact references and verify information provided. Any statement included in a contractor's response, verified by the FAA to be false, will be cause for rejection. Acceptable documentation includes, but is not limited to, licenses, financial statements, work plans, etc., and is limited to 25 pages (8 ??" x 11", printed on one side) and maps as required. Failure to comply with this page limitation may be cause for rejection of your response. Four copies are requested. Mere statements of compliance are unacceptable. Responses forwarded should address the screening criteria listed below: III. SCREENING CRITERIA: The following information to be evaluated as "acceptable or unacceptable" is required to be furnished as part of your response. Firms must receive an evaluation rating of acceptable on each category and subcategory in order to be considered qualified to compete in the request for offers phase of this acquisition. 1. Business Summary: Potential offerors shall provide documentation to evidence a substantial involvement in the natural gas industry as their primary line of business. This documentation should include a concise description of their business organization and their affiliates and the types of services provided by each. Include a summary of the organization's involvement in the production, gathering, and sale of natural gas, including approximate volumes thereof. Also, include a breakdown of your annual revenue by natural gas related activities (production, gathering, transportation, and sales) versus that of other activities. Corporate brochures and/or annual reports may be provided as a supplement to the required descriptive material (corporate brochures and/or annual reports may be submitted in addition to the 25 page limit established for documentation). 2. Reliability: Interested firms shall provide the details of the reliability of their plans for gas production, transportation, and backup arrangements to meet the gas service requirements of the FAA. The description should, at a minimum, include the plans for compensating for declining gas production, sudden pressure drops, well and line freezing, rupture of gathering and transportation facilities and other potential operating conditions. The offeror shall describe his backup plans to meet his service commitments in case of emergencies and possible interruption of primary supply sources due to other operational conditions. 3. Past Performance and Experience: Provide a listing of current/recent contracts (minimum of 3, maximum of 10) that are similar in nature to demonstrate: (a) ability to perform supply management in such a manner as to keep installations within balance and/or tolerances as determined by the pipeline of local distribution company, whichever is applicable. (b) the associated volumes are at least five (5) times the estimated volumes required by the FAA (specifically, the total volume of contracts provided shall equal or exceed five (5) times the FAA's estimated requirement of 9,000 Dth). Include contract numbers, references (names, addresses, telephone numbers, and e-mail addresses of government or industry) officially having knowledge of your company's performance. 4. Capability: (a) Technical Capability: (1) Provide documentation indicating the natural gas to be supplied hereunder meets or exceeds the pressure and quality requirements of the ONG pipeline system. Also, identify all transmission/distribution companies proposed to be used to transport gas to the ONG facilities. Use of maps is encouraged. If transportation by a sub-contractor is required, supplier's proposal shall: (i) Identify the provider of such transportation services; (ii) Provide copies of any and all agreements, contracts and/or leases with such natural gas transportation provider(s). (2) Provide a certification that supplier has or will secure gas supplies adequate to fulfill the gas service requirements stated herein. Include specific information relating to the gas properties owned directly or under contract which are proposed to supply natural gas service to the FAA: (i) A legal description of the location. (ii) A map showing the location of wells, including section boundaries and township locations. (iii) The number of existing wells and the approximate number of additional wells to be developed in order to meet the proposed gas service(s). (iv) Total recoverable gas reserves. (v) Documentation demonstrating a minimum of three delivery point(s) into the ONG pipeline system. (3) Provide documentation evidencing capability to provide full-service gas supply management including capability for insuring the balancing of FAA's receipts and withdrawals as required by ONG. (b) Financial Capability: Provide documentation supporting your company's financial capability to perform. Include projected monthly cash flow statements reflecting sufficient cash flow to support expenses associated with performance under this requirement based on the FAA's projected annual volumes and historical consumption volumes. Provide latest financial statements and/or letters or approved line of credit or other arrangements signed by offering financial institution. IV.
